NOTICE OF TOWN BOARD MEETING
Members of the Town of Brooklyn Board will attend the Town of
Brooklyn Joint Plan Commission and Town Board meeting at the
above-specified time and place. The Plan Commission and the Town Board
will take action taken on following item:
 Minutes 

1)	Meeting called to order at 7:00 p.m. by Mike Wuest, Town
Board/Plan Commission Chair 
2)	Pledge of Allegiance – said by all in attendance
3)	Certification of Open Meeting Law’s  
a.	Agenda posted at Classic Auto Service, Recycling/Sanitation
Center, Town of Brooklyn Office, printed Green Lake Reporter, Town
website and Channel 19 at the Library.
4)	Roll call of both Town Board and Plan Commission members
a.	Roll Call: Plan Commissioners 
i.	Orlo Bierman; Mary Jane Bumby; Carolyn King; Roger Priebe, Jr.;
Harley Reabe; Ron Triemstra; Joann LaMire (Alternate).    Plan
Commission 6+ 1 Alternate Present  
ii.	Roll Call - Town Board
1.	Susan McConnell; Sydney Rouse; Mike Wuest.       Town Board 3
Present
5)	M/S Wuest/McConnell to take second item first, since if it does
not pass; the first item is not relevant. Motion carried by both
boards.

6)	Lawsonia Inc and American Baptist Assembly Preliminary Plat
a.	Owner: Lawsonia, Inc. and American Baptist Assembly c/o Ken
Giacoletto  Agent: Davel Engineering, Inc.  Tax Parcel # and
Description: Parcel numbers for Lawsonia, Inc. 004-1776-0000,
004-1777-0000, Parcel numbers for American Baptist Assembly
–004-0724-0000, 004-1780-0000, 004-0725-0100, 004-0728-0000,
004-0728-1600, 004-0728-1400, 004-0728-1300, 004-0731-0000,
004-0732-0000, 004-0872-0000. All parcels located in  Section 25, T16N
R12E, and Section 30, T16N R13E. Town of Brooklyn    Location of
Premises Affected: Generally located south of State Road 23, site
known as Green Lake Conference Center  Explanation: Preliminary plat
for Estates of Lawsonia.
b.	Public hearing  - 

Dick Martens W2965 Hillside in Conference Center. My wife and I are
interested in the Green Lake Conference Center. Your job is to
evaluate the preliminary plat (handed out – Exhibit #1) . Items the
developer gave to the Plan Commission were passed around to the
commission. 600 pages to be evaluated.
i.	Application
ii.	Cover letter
iii.	Sanitary Sewer District
iv.	Rezoning issues
v.	Development agreement (needs more information)
vi.	Environmental assessment report
vii.	Restrictive covenants  - piers will be allowed
viii.	Land use statement
ix.	Storm water management plan (200+ page)
x.	Erosion plan (50 pages)
xi.	Operation and maintenance plan – stormwater
xii.	Plans about improvements to Shore drive and various roads and
the preliminary plat. 
xiii.	Statement regarding plans, intended use of the property
xiv.	Wetlands determination
xv.	Soil Evaluation
xvi.	Letter about wetland determination
xvii.	Subsurface exploration and evaluation – sanitary improvements.
xviii.	Subsurface exploration and evaluation  - roads

xix.	Current use is RC Recreational District. Future use is
Recreational District – Commercial, not residential. The plat is not
in conformation with the use plan, is not in sanitary district, does
not show green space, 

i.	.
Marion Polcyn – former member of planning commission.  Part of
Shoreland protection ordinance for the county. She mentioned 7 lots
there is a 35 foot strip. The ordinance was amended due to some
cutting of trees. Article 6 (a) tree and shrubbery along the ordinary
highwater mark. Is forbidden.  Pruning is allowed.  
The county has a pyramid ordinance. This plat does not appear to do
this. 

John Daval – The plan has been revised. There are no plans for a
trail or cutting any trees. There is no lake lots and no piers. Open
space has been addressed and there will be an outlot.9% is designated
as open space. No lot backs up to any other lot, all have open space.
Would like the opportunity to respond if there are other issues.

Grant Reichard – Safety has not be addressed. 

Steve Sorenson – We are looking at original plats in presented in
January. 

Ted – Lindenwood. – Addressing safety – they will be opening the east
gates. Emergency vehicles will be able to open gates remotely before
they leave the firehouse.

Judy Bushgard – Wants to have the committee take time to look at all
the issues and not rush into anything. Has there been a real estate
evaluation, due to housing slump

Steve Sorenson – representing neighbors working with the town to
resolve these issues. I hope the planning commission rejects this plat
that was submitted. There are still 61 issues that have not been
addressed.  He feels that this is not ready since they have already
submitted a new plat. Therefore, the commission should reject this
one. This plat is against the comprehensive plan. The plan would have
to be revised.  His recommendation is to deal with the comprehensive
plan and any changes you want to make and reject this plan and have
them resubmit.

                         John Daval  - Town’s Comprehensive Plan – is
advisory plan. And if the plan is for unsewered lots. 

Mr. Martin – Re; the Comprehensive Plan – read from the plan. Page 50
-goal is to provide adequate  amount of houses while protecting our
rural characteristics. 

Tom Righe – and wife Sue. He is here on the side of the buyer. They
have a lot picked out in Phase 2 if this passes. 

Ken Giacoletto – ABA – This process has been going on over 2 years.
Discussed why they need to develop the land.

Rebecca  Reeves – Resident for 3 years. She rents property from the
ABA. She feels safe in the ABA. She thinks this is a wonderful idea
and wants see it go forward.

Sue Krueger – Works at the GL Conference center for 6 years. 

Mary Lofgren – Lives in the ABA and they have tried to support the
ABA. We would like to see this project go ahead and have the
ordinances all be met. They did not hear about the project. The issue
is about the fact that the project is done correctly and done with the
Comprehensive Plan. 

Tony Dibblick – The Board should monitor this situation. 3 of the 7
residents on the road he lives on did not know about this project
until August

Janet Nign – Moved here in 1999 coming since 1950. She would like to
see the county become more stable. She has seen stores close in the
downtown. The ABA is one of the largest taxpayers in the county. She
thinks the Plan was not designed for the ABA. So, if any land in the
county this land should be allowed variance. She is 100% behind this
project. 

7)	Closed public comments at 8:25 p.m.

8)	Review from Strand Engineering – Matt Yentz,.Original plat in
January was submitted. He had problems with plat. Revised in March. 4
issues ordinance related. 
a.	Private roads  -needs variance – 
b.	Length of cul-de-sac – variance – No more than 1000 ft. in length.
Woodland terrace is 1500 feet. 
c.	60 feet of public access 
d.	Overall access with traffic concern. 98 lots accessed by one
drive. EM access only out 2 other gates. This is not stated in our
ordinance, this not good circulation of traffic. 
9)	Committee discussion and deliberation
a.	LaMire – the taxpayers had input into the Plan. 
b.	Wuest, we will discuss the 4 items listed above. 

10)	Committee decision  M/S Orlo Bierman/Mary Jane Bumby to eliminate
the first preliminary plat. M/S Orlo Bierman/Mary Jane Bumby to amend
motion – including reasons for rejection  - initial plan calls for
excessive curvature of the roads, does not provide for the roads to
extend, cul-de-sac excessive in length. Public private roads, lot size
requires additional study, public access to lake.  Discuss the motion
– 

11)	Execute determination.
a.	Roll Call: Plan Commissioners:  Bierman  - Yes; Bumby – Yes;  King
–Yes; Priebe, Jr. –Yes; Harley Reabe –Yes; Triemstra –Yes; Motion
carried  6- 0 to reject Preliminary Plat

12)	Motion carried for the amendment. 

13)	Town Board  M/S McConnell/Rouse – reject the first preliminary
plat be rejected with the same items that the Plan Commission had at
this point.  
a.	Roll Call: McConnell- Yes; Rouse - Yes;  Wuest – Yes  Motion
carried 3 -0 to reject the Preliminary Plat. 

14)	Mr. Daval & Matt Yentz will get together to resolve the problems.
Yentz-  the group looking to private roads, or is public roads
allowable. McConnell - are we considering private roads or public
roads. Is what they are looking for. Wuest -  that is a non-agenda
item so we can’t give them a answer.  Rouse – in favor of private
road; Bierman – in favor of private roads;  – Reabe – agrees; –
Triemstra – agrees with public private road issue. He feels that it
should be 22 ft with 2 ft. shoulder.  Bumby – private roads are fine.

15)	Zoning issue. 
Wuest.- Green Lake County gets this plat in June, so we have to have
a meeting in May. Treismtra  - Would like to have reports so the
commission has time to read through the reports. 

16)	Lawsonia Inc and American Baptist Assembly Rezoning.  Remove to
the next meeting.

Road 23, site known as Green Lake Conference Center  Explanation:
Owner/applicant is requesting multiple zoning changes on the site in
question – one being a change from R-1 Single-Family residence
District to C-2 Extensive Commercial District and changes from RC
Recreational District to R-1 Single-Family Residence District.
