MINUTES - Revised
1. Call Meeting to order - by Mike Wuest at 7:00 p.m.
Present: Mike Wuest, Chair; Sydney Rouse, Supervisor; Susan McConnell,
Supervisor; Kathleen Morris, Treasurer and Marian Mildebrandt, Clerk.
2. Pledge of Allegiance - said by all in attendance.
3. Approve Minutes of July 8, 2008 meeting M/S McConnell/Wuest to
approve minutes with corrections that Rouse has given to clerk. Motion
carried 3-0
4. Monthly Financial Review:
a. Treasurers report - Tabled to September meeting. Request from
Rouse to have preliminary budget ready for the September meeting.
Clerk and treasurer will work on it.
b. Clerks report
5. Assessor report Elizabeth Rowley Not present
6. Library report Linda DeNell Art fair was a huge success.
Director report on file. Joint meeting with City on Library Budget at
4:00 p.m. at the Library on August 18, 2008
7. Building Inspector report Jerry Buhrow, Jr. Not present report
on file.
8. Fire Commission report (Including Fire Dept. & 1st Responder Dept.)
- Orlo Bierman - July 30th was meeting.
a. Discussed budgets prepared by fire chief and 1st responders. 1st
responder budget has been presented to the Board and the chief is
working on the fire dept. budget. They are waiting for a proposal on
the fire truck they are considering purchasing. Estimates are being
prepared for cost of repairs for firehouse roof.
b. 1st Responders had their golf outing and was a success - $9000 +
and they will be able to equip the 3 new responders money coming from
the golf outing.
9. City Affairs report Sydney Rouse Report on file
10. County Board report Susan McConnell No report County Board
as a whole did not meet in July. County Fair was a success.
Presented a report on a card she has for endowment for YMCA pledges.
WUEST: YMCA Coordinator has requested to be on the Sept. agenda.
11. Chairperson report Mike Wuest
a. Plan Commission report Discussion on Land Subdivision Ordinance
from August 7, 2008 meeting. One variance came before the Plan
Commission, which was considered in item 13 below. Still working on
the Land Subdivision Ordinance and Comprehensive Plan and the
Commission does not have a recommendation for the board at this time.
Next plan commission meeting Sept. 4, 2008 -- 6:00 p.m.
b. State of the Town on Storm Damage: Had meeting with FEMA on the
storm damage. To Date we used 120 tons of road gravel, 269.75 extra
man-hours since June 12th. Extra trash 90 tons. To date the storm
damages amount to approximately $50,000. The declaration is still on
any damages storms in the near future produce can be claimed on this
storm.
12. Public Comments (15 Minutes) 7:30 Tom Johnston Carpenter Lane.
RE: current Subdivision Land Ordinance Discussion on what was in the
plan. Donna Moore City Council City is concerned about the unkempt
condition of 2 Town properties, one on North Lawson and the other
property on Lake Steel Street which is the entrance to Waste water
treatment plant and photos of properties were submitted showing the
properties condition.. McConnell Owners of the N. Lawson have been
contacted. Len Svennson Carpenter lane Spoke against the closing
off of 2 more roads and making longer cul-de- sac in the Lawsonia
Lindenwood Development. David Westberg - Hillside Spoke in
opposition to gating in the Lawsonia Development. Grant Reichard
Carpenter Lane Environmental and social aspects of the roads and
small lots are not environmentally friendly. Dave Ryan Irving Park
Road. - Concerned protecting the children as schools are getting
smaller. Phyllis Peterson Skunk Hollow Road. - Reviewed the history
of the adoption of the comprehensive plan and the work that went into
it. Gail Kimen. Agrees with the Mrs. Peterson Kimen has put
together a petition that is an opinion poll supporting the 1½ Acre
Lots. Steve Sorenson Griswold Ripon. 1) He was out of town and
that he is not orchestrating any smear campaign against the board or
Mike Wuest. He does support the petition that Ms. Kimen is doing. He
was upset with the way his associate was treated at a meeting.
Understands that Wuest apologized to her. 2) Comment on #16 He and
Attorney Hazelbaker have been talking nothing has been decided and
negotiations are still going on. There will be another meeting. 3) The
people in the ABA are against public roads. Presented his ideas on
private roads Recommends the board sees the plans before they agree
to anything. Sandy Kleinpaste Hillside road. #16 Who will be
maintaining the roads and providing snow removal. Ted Domnowski
Neenah Any subdivision is expected to be public roads. To ask for
and do private roads is not the norm for a subdivision plan. Closed
public comments 7:55 p.m.
13. Consideration & action on Plan Commission recommendation: Owner:
Daniel N & Joan M Ambrosino Applicant: Don Lenz, Green Lake Surveying
Co. Address: W2081 Irving Park Road, Parcels #004-00990-0000 &
#004-00991-0000 Irving Park Plat Lots 1 & 2 Certified Survey Map
2860 V14 (A Resurvey of Lot 1 CSM 2722, Section 29, T16N, R13E, Town
of Brooklyn (+ 2,761 Acres) Explanation: The applicant is requesting a
variance to Section 315-34.B. of the County Land Division Ordinance
and Section 338-13.B. of the County Shore land Protection Ordinance to
allow the modification of a lot line creating 2 new land areas, but
not providing the minimum average lot width of 100 feet for one of the
new land areas..[Public hearing on the above item was held on August
7, 2008] - M/S Rouse/McConnell to uphold the recommendation of the
Plan Commission to not approve the variance as requested. A yes vote
will be up to uphold the recommendation and an no vote will be to
agree to the request. Roll Call: Wuest, yes; McConnell, Yes; Rouse,
Yes. Motion to deny carried 3-0.
14. Consideration & action: Discussion on bike path within the Town of
Brooklyn and City of Green Lake Susan McConnell: They are looking
for the Town to support it. A map has been printed showing a bike
path that goes around the lake. McConnell has some proposals
regarding costs. She is in favor of the bike path but research is
needed on the paths. Wuest a temporary path is in place on the
Francis property which cuts through some of the Lindenwood
Development. Discussion has been held on the signage with Al Shute.
15.Consideration & action on: 2008 WTA Annual Convention October 5
8, 2008 at Appleton, WI Who is going?
16. Consideration & action on: Public or private road agreement
between the Town of Brooklyn and Lindenwood Development, LLC.
a) Status report from Town Attorney Hazelbaker on Lindenwood
Development proposals county and town approvals
M/S Rouse/Wuest to allow Attorney Hazelbaker to speak to the
board. Motion carried 3-0.
Hazelbaker Discussion on what is happening Everyone would like to
come to an agreement that the roads would be private and would have
fire numbers. By adopting this motion indicates that you would
accept the roads, but does not mean that you would have to agree on
final plat. Discussion followed on if County has the right to indicate
if the roads should be private or public. Rouse opposed to having
the subdivision being public roads. - They would destroy the ABA
McConnell agrees with both attorneys. Wuest the motion is necessary
at this time it does not mean that they will be public roads on the
final plat. If we bring the motion to the floor on the preliminary
plat and follow through on it on the final plat. Rouse why are we
in county zoning. Hazelbaker Explained why county zoning was
instituted. Wuest, if we do not take action tonight, the county can
put the plat through. M/S Wuest/McConnell I move that the Town of
Brooklyn hereby indicates and affirms that it is willing to accept
dedication of the roads proposed in the preliminary plat of the
Estates of Lawsonia, if the roads meet the Towns standards as
contained in the Town Road Ordinance. ----- Discussion on motion -
none: Roll Call: Wuest, Yes; McConnell, Yes; Rouse, No. Motion 2 -1
carried.
17. Suggested items for next meeting. YMCA- Wuest McConnell
would like discussion on appointed clerk/treasurer article in August
WTA magazine. - Rouse Budget Present draft budget and put at the
end of the September meeting to discuss.
18. Next Board meeting September 10, 2008 at 7:00 p.m. [change to
Wednesday night due to Election on September 9, 2008]
19. Adjourn. M/S Rouse/McConnell to adjourn 8:30 p.m.
