MINUTES 

·	Call Meeting to order by Mike Wuest at 7:00 p.m.
·	Present: Mike Wuest, Chair; Susan McConnell, Supervisor; Sydney
Rouse, Supervisor; Marian Mildebrandt, Clerk.  Absent: Kathleen
Morris, Treasurer  
·	Pledge of Allegiance said by all in attendance
·	M/S Wuest/Rouse to move Plan Commission up on the agenda. Motion
carried 3-0.  
·	Plan Commission – update – Chairperson
o	Consideration of Plan Commission Recommendation on preliminary plat
for Lawsonia (ABA) Development. – Approve or Deny PC Recommendation. 
Consideration of and action on plat shall involve deciding on
variance from public road requirement; variance from road design
requirements; and a waiver of the submittal of a concept plan.

Discussion by supervisors. Rouse: sees issue as it’s a matter of what
current ordinances say. She feels it is her responsibility to review
what the Plan Commission has been done. McConnell. She is not in
approval of the preliminary plat. The size of the lots is far too
small.  It doesn’t go along with the comprehensive plan. The rezone
from R1 to C2 is far too drastic a change. She would recommend a
conditional use permit be issued for Stone House. The road size – is
not something that would shut the project down. She would consider
approving a smaller road size. How the piers and lake access would be
handled is another problem. There are a number of issues. Would like
to see a serious effort on the developers to work on suggestions from
the Plan Commission. There are a number of issues that I feel it
should be denied. Wuest: There has been a lack of communication with
developers. This is their development. We are not chasing them to get
the info.  Compliance – they said that their engineering studies are
as far as they can go. Should get a statement from Strand that they
are in agreement.  The gate issue is a hot issue. At the PC meeting,
Davel said the gates were all taken out. We have no documentation of
that. Variance on roads is not in agreement with fire dept. The
longest cul-de-sac is too long. Should be shortened with more green
space. Back in Feb. Strand asked if it was a conservation plat. No
confirmation – we need more effort from the developer. \
M/S McConnell/Rouse to up hold the recommendation of the Plan
Commission of the denial of the Lawsonia Plat.

Motion carried 3-0    

o	Consideration of Plan Commission Recommendation on Rezone Request
for Lawsonia (ABA) Development – Approve or Deny PC Recommendation

Agent: Davel Engineering, Inc.  
Tax Parcel # and Description: Parcel; numbers 004-1776-0000,
004-1777-0000, 004-0731-0000, and 004-0732-0000, Located in Section
25, T16N R12E, and Section 30, T16N R13E. All parcels located in the
Town of Brooklyn    
Location of Premises Affected: Generally located south of State Road
23, site known as Green Lake Conference Center  
Explanation: Owner/applicant is requesting multiple zoning changes on
the site in question – one being a change from R-1 Single-Family
residence District to C-2 Extensive Commercial District and changes
from RC Recreational District to R-1 Single-Family Residence District.


Discussion: Rouse, feels that each item should be handled separately
for re-zoning. McConnell agreed.
M/S McConnell/Rouse to deny rezoning in agreement with Plan
Commission denial of request. 
Roll Call:  Wuest, Yes; McConnell, Yes; Rouse, Yes. 
Motion carried 3-0

(Comment ) Wuest, the developers did not request a concept plan
hearing per our ordinance. Attorney Blazel recommends that we should
waive that requirement at this time. 

McConnell, maybe they should submit something.  Rouse: Does not
understand what they are asking for. It is very confusing to everyone.
McConnell. – A concept plan should show what the piers should be like.

M/S McConnell/Wuest to waive the submittal of a concept plan in light
that this development has gone as far as it has at this point.  Roll
Call: Wuest, Yes; McConnell, Yes; Rouse, No.  
Motion carried 2-1. 

(Comment) Wuest: we want more documentation - road connectivity
documented, gates - cleared up. Shorten the cul-de-sac – Woodland
Terrace, it is too long. If it’s a conservation plat, name it as such.
It is now a full-blown plat. The full -blown plat has 1-2 acre lots.
Road issue how much will be clear-cut - it is a safety issue. Letter
needed from Strand that John Davel has talked with Strand and that
they have mutually agreed on engineering reviews.  Compliance letter
will be needed before we have another Plan Commission meeting. Buck
Run – double cul-de-sac with “wall” between them. Are there set backs
on that wall. (See June 11 letter from Strand regarding Items 21 &
22), also all utilities are not shown. Where are the easements for the
sewer lines located.

 M/S Wuest/McConnell to go back to Approval of Minutes.
 Motion carried 3-0 

·	Approve Minutes June 12, 2007 – [corrections supervisors want to
get e-mails on ETJ City meetings. And list license people for
approval] & July 10, 2007 meetings M/S Rouse/McConnell to approve both
minutes, Motion carried 3-0 
·	Financial Report
o	Treasurer’s Report June - - presented to the board and review.
o	 July report –carried over to next month
o	Review of monthly checks written through June 30, 2007 presented to
the board and review. 
§	July checks will be carried over to next month.  
·	Library Report – Linda DeNell – Report presented. – Banners that
are on display will be auctioned off on Labor Day at Thrasher. Summer
reading program - 85 children were involved. It is finished for the
summer. 
o	Joint City/Town Budget Meeting is August 20th at 6:00 p.m.  
o	 Friends of the Library - made $2,400 this past weekend at the Art
Fair. 
·	Building Permit Report – Jerry Buhrow, Jr – Not present – he
e-mailed the report to the board, with any questions to e-mail him
before he left. 
o	The boathouse was taken down when he went out there. 
o	The deck was started without a permit. He will handle when he gets
back
·	Fire Commission Report (Including Fire Dept. & 1st Responder Dept.)
– Orlo Bierman – July was uneventful. 1st responders had a successful
golf outing. Next month is presenting of initial budget for 1st
responders and fire dept. It will be a closed session discussing
salaries. – Questions: 1) Rouse – when we will get minutes. Orlo will
get us minutes. 2) Rouse - parking for 1st responders – is this a
problem? (Bierman) they can park in public parking. It has been taken
care of. 3) Rouse - salaries – Fire commission did not approve the
salaries for 1st responders. 
·	Update from Building (Town Hall) Committee – Wuest – everything is
progressing. About 2 weeks ahead of schedule.
·	ETJ Committee update – R. Triemstra – met last week. There is a
draft agreement, the attorneys worked on it. There are a few items
that are sticking items. Attorneys will attend the respective meeting
for their municipality. Town hall is issue. What would happen would if
it has to annex. If all the land around the town hall were annexed.
The well, septic system is a major investment. Anything that comes to
the town will be passed on to the city. The maps are being drawn up.
It will be a multi year agreement. With openings for adjustment. The
comprehensive plans are not done yet. Issues continue to pop up when
we talk about it. Orlo Bierman – there will have to some give and take
from both sides.  No meeting until after the next town board meeting.
When the attorneys will present to the Town Board and City Council a
draft agreement.
·	Website – update – E-door County seems to be the best. They will be
contacted with request for bid.
·	Update on City Affairs – Sydney Rouse – gave report to board. 
·	Assessor report – Revaluation update – Grota has reported that they
are talking with the county for new maps. They are working on digital
info from GL county – direct. 
·	Public Comments (15 minute limit) 
o	Steve Sorenson  - If you put ordinances on web sites – make sure
they are current, or put a disclaimer on them. Would like to thank the
board for all the work on ABA. 
o	Harley Reabe – there was vandalism at the Dartford 2 years ago. 
o	Nancy Hill: re: concept meeting – if it would have been held
before, perhaps some of these issues might not have been a problem. It
could have saved some times. And that next time a development comes,
they should be held.
Re: web. County passed an ordinance and it wasn’t put on until June.
Also would like to see on your web site – agendas. 
o	Eugene Janes – Doesn’t have computer. Where are agendas   
o	Sorenson – have people check DNR for shoreline changes. 
o	Eugene Janes – new town hall is open.
o	Wuest – reg: concept plan – should have been done. 
·	Appearances - None
·	Suggested items for possible future agendas – Rouse – investigate a
5-person board. 
·	Discussion on Porta Potties – Rules and regulations – Rouse –
County doesn’t have any regulations for porta-potties – if not
temporary there should be rules and regulations. Check ordinances for
regulating porta potties. Sorenson offered to send over sample
ordinances that he has in his files and will contact Hudzinski.
·	Discussion about ordinances on file – whether to Codify or not,
Approve or Deny. Rouse – Offered a computer and monitor - will act on
it when we get in new town hall. 
·	Discussion to review monthly checks & financial reports and minutes
by 1-month lag time.  Approve or Deny. 
M/S Wuest/McConnell to deny – Motion carried 3-0
·	Next meeting September 11, 2007 at Caestecker Public Library 7:00
p.m.
·	Adjournment
