TOWN OF BROOKLYN Regular Monthly Town Board Meeting August 9, 2005 -7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI e-mail: broklyn@dotnet.com www.tn.brooklyn.wi.gov. Minutes 1. Call meeting to order by Mike Wuest, Chairman; Present: Ron Benson, Supervisor; Susan McConnell; Supervisor; Kathleen Morris, Treasurer: Elizabeth Rowley, Assessor; Robert Wertsch, Attorney; and Marian Mildebrandt, Clerk 2. Pledge of Allegiance -Said by all in attendance 3. Approve Minutes of July 12, 2005 meeting M/S Ron Benson/Susan McConnell Motion carried. 4. Financial Report a. Treasurer's Report M/S Susan McConnell/Ron Benson, approved as reported - Motion carried. b. Approval of Checks - From Checks 8120-8185 for $41,361.24 5. Library Report - on Activities - Will start working on budget next month. The library is used a lot. The City wants the Town to help pay with the maintenance on the building and it is the town's position that the City is responsible for the maintenance. That's the way it was set up. The Town pays 50 % of the operating budget only. 6. Building Inspector - Report on permits issued. Issued 2 permits in July and has one started for August. 7. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Firemen. - Slow month - only 1/2 of commissioners were present. Chief is starting to look at maintenance. - Truck certifications have been completed. - 1st Responders - Their authorization to do specific actions has been expanded and they will be doing training next month. Considering doing some outreach programs. Golf outing - fundraiser for the 1st Responders was a success. There are 12 responders now, some are still in training. 8. Supervisor - Ron Benson a. Update on computer set up and purchase. - has been orders, there was a special. b. Preliminary discussion regarding a potential request by Kathleen Lehman, N7225 Spring brook Rd. to create a lot with less than 35 acres - Action by Town Board. - Carry over -Is a family transfer which is not in agreement with the ordinance Request by James & Jeannette Kreston for variance to create two lots which do not have frontage on a public road. The lots are part of the ABA ground @N5315 Shore Drive. Action by the Plan Commission - There are several long lots. Request for variance to combine 5 lots into 2 lots. Unanimous by Plan Commission. Letter was read from Attorney Wertsch and Amy Emery from Ommi. I spoke with Amy Emery today. She tells me this map proposes to take 4 pre-existing parcels and combine them into two buildable parcels. Of the four parcels, two were buildable. The two thirty foot unbuildable lots to the east and west of Estate No. 1145 have been added to that parcel. The parcel now has 160-foot width rather than 100 feet. 10 feet is being taken off the north side of what was the original 100 foot lot and the two 30 foot lots and was added to the 99.9 foot lot to the north. To me this constitutes an improvement over the existing situation. It does not create any additional lots. Amy also tells me that the future land use map in the comprehensive plan does call for this to be residential. Thus it is compatible with the plan. I recommend approval both because of consistency with the comp plan and because there is a combination of non buildable lots into a buildable lot without adding to the number of buildable lots Town Board - M/S Ron Benson/Susan McConnell. To grant a variance to create 2 lots that do not have frontage on a public road. Roll Call: Mike Wuest -; Yes; Ron Benson -Yes; Susan McConnell. - Yes. Motion carried. 3-0 9. Chairman - Mike Wuest a. Rules: About reviewing approved public records: i. When: Where: What Time: Cost: -Attorney Wertsch - issue is to view public records. It is a case-by-case issue. The town should have a Public Records Ordinance. He has a copy of an ordinance and it will be carried over to next month. b. Update on progress of Road Projects - Guard rails are done on Skunk Hollow. He finished taking pictures of St. Marie and sent to the State. He has copies of Police Records for St. Marie and sent them to Strand - Crack sealing - they want to 3 mile for $5000 - Princeton road -$1800.00 - to County A - Skunk Hollow (includes Maug Road) to County KK $2550.00 - Total price $4350.00 Susan McConnell - Would like to see Craig Road done at same time. - Motion to accept the Crack filling up to $5000.00 - as listed previously. Second by Susan McConnell - Motion carried 3-0 c. Whitetail Court Road - The quote was for binder and topcoat. No road base or ditches. He talked with Custom Sand & Gravel -It will be carried over to next month meeting. i. WISLR --is up a going - He has a hard copy in folders - We will go out in the next couple of weeks to assess the roads - (with Strand) - No updates have been done since 2003.Once information is in the WISLR program, it will give us a 10-year plan. We will have to pulverize some roads every year. - and do road maintenance - over the 10-year plan. ii. 10 Yr. Road Maintenance Plan 10. Public Comment - Sydney Rouse - Wants to know if the Town is concerned about the closing of North Lawson - Orlo Bierman - How is the web site - Kathy has pass word - and will now post minutes. - Orlo - would like to have notices posted outside the businesses -. 11.
