TOWN OF BROOKLYN Regular Monthly Town Board Meeting December 14, 2004 - 7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI Minutes - Call Meeting to Order by Roger Ladwig at 7:05 p.m. - Pledge of Allegiance was said by all. - Informal public comment time. Roger Ladwig read rules of public comment. - Citizen spoke that the raise in dog license fee is too high. The reason for the raise was questioned as to why a special group of people was targeted. Dave Ryan wanted to comment on the 18.2% increase in the Town of Brooklyn taxes. He'd like a line item explanation. He doesn't feel he has an 18.2% increase in his value of living. Ron Benson explained the LOSA money that was part of the 2004 budget and created an increase. Recreation programs contribution was part of the increase. Sue McConnell explained that the fire dept said they needed two trucks, and so we need to start saving money toward these fire trucks. T-Brooklyn also had to add more money for the green waste site. Mitchell cemetery issueÑhow did it come out? Question by Eileen Storzer. Roger replied that we couldn't get there to mow, so it does not get done. Eileen Storzer would a copy of something???? About cemetery. - Are we in compliance with open meeting law? Notices were posted at Classic Auto and at the Recycling Center. - Approve Minutes of November 9, 2004 meeting . M/S Benson/McConnell to approve minutes of the Nov. 9, 2004 meeting. Motion passed. - Interview Planner(s)ÑRoger Ladwig reported no planner was to be interviewed at this time - Reports a. Building Inspector. Report on any building permits Jerry Buhrow: I issued 3 permits for new homes and 1 permit for an addition to the home on Lawson drive. Jerry reported that the first house a permit was issued on was completed, and inquired about the refund of the deposit. Marian developed a form for the refund. b. Financial - M/S Benson/McConnell to approve the treasurer's report for Nov., 2004. Motion passed 1. Monthly report from Treasurer. 2. Approval of checks issued from November 10 - December 14, 2004 Cks #7529-7591 in the amount of $71,265.33 were written. M/S by Benson/McConnell to approve payment of checks #7529-7591 in the amount of $71,265.33 passed. 3. Update on Web SiteDeb Sweeney and Kathleen Morris are working on it. 4. Adopt Ordinance for dog & kennel licenses-Burt Wertsch read the ordinance to raise dog license fees to $10/$15 for neutered-spayed/dog. Ordinance # must be published in the paper upon passage as a Class 1 Ordinance. M/S Benson/McConnell to adopt Ordinance # on licensing of dogs. Ladwig: yes McConnell: yes Benson: yes. Motion passed. M/S Ladwig/Benson to adopt Resolution on licensing of dogs? Benson: yes. McConnell: yes. Ladwig: yes. Motion passed. c. Library - Report on what is happening at the libraryÑRick Krueger from the library board reported not a lot going on. New employee: Gail Schulz. Artist of the month: Bob Tamblin. New long-range planning committee just got started. d. Fire Commission-- 1. LOSA Program Resolution No. 2004-03 was read. M/S Benson/McConnell to adopt Resolution No. 2004-03 for the Town of Brooklyn to participate in the LOSA program. McConnell: yes Benson: yes Ladwig: yes. Motion passed. 2. Update on Town of Brooklyn/Green Lake Fire Protection AgreementÑMcConnell explained that Marian contacted Ron Dott and invited him to come our meeting. He is not here. Susan McConnell spoke with Jim Fox and he said nothing has been done at this time, and we're waiting for the City of Green Lake with regard to the contract expiring. Our attorney asked if he should meet with the City Attorney regarding this. Burt Wertsch will try to meet with Attorney Sondalle to look the contract over. e. Plan Commission - Ron Benson. Benson reported that Greenwyck/Baptist was not a problem. It is a request to replace a current single-family residence with a new single-family residence. M/S Benson/Ladwig to approve request to grant a conditional use permit for the Green Lake Conference Center Parcel #004-0910-0000. Ladwig: yes McConnell: yes Benson: yes. Motion passed. Green Lake Conference Center - American Baptist Assembly request to replace current single-family residence (Broaddus House) with a new single-family residence. Located N5210 Log Cabin Road. Tax Parcel # a Legal Description:004-0910-0000, NE 1/4 of NE 1/4 Sec 35; incl lot 559 of vacated Lawsonia Estates Plat (+/- 40.00 acres) f. Chairman 1. Hire a planner. None have been interviewed yet, but Attorney Wuertsch has one that could be interviewed on Dec. 21. We will need a notice in the paper that a meeting on Dec. 21 at 7:00 p.m. will be held for the purpose of interviewing a planned. Town Board members will be present. 2. Irving Park Road Damage none 3. Update purchase of truck for town business- deal feel through. They aren't trading. 4. Update road damage - Forest, Camelot Trace and Belle Mapps Roads Ladwig reported Scott Construction doesn't want to pay for track filling because of cracks that formed after using cold mix. Scott doesn't want to pay for cross cracks, but they made an offer of paying $450.00 for the vertical cracks if we have them do additional work for us in the future. Ladwig expects them to pay more towards the crack filling and would like to get an estimate to get this work done. Cold mix does not seem to work very well even though it's a little cheaper. 5. Update ditching on Lac Verde Circle-- 6. Update on North Court driveway for Anderson-Kathy Lake said the best thing is to not do anything right now because an attempt to solve the problem might cause more problems. 7. Update on Complaints on W831 North Court junky yard: Ladwig turned in complaint to Green Lake County but hasn't been able to get any result yet. 8. Ladwig attended a program on the 3.0 TAZER program. The bank is being cut back on St Marie Rd. 9. Roger Ladwig read a letter from Bill Wolfe regarding the need for recycling and brush pick-up in Robinhood for consideration of the Board. The truck Mr. Wolfe speaks about is the City of Green Lake's truck. f. Supervisors 1. Ron Benson - holiday schedule at Recycling/Sanitation Center. Monday, Dec. 27, the center will be open, instead of Dec. 25 at the usual hour schedule. 2. Susan McConnell - report on County Board Any questions of Susan McConnell? The past month LCC met regarding the Manchester Dam. The people near the dam want it left in. County is under orders to repair or remove it. There is enough money to take it out, but the people living near it don't want it out. Ag Ext will be interviewing for a family living agent, and are planning for the 2005 fair. Planning and Zoning: all was approved except for the Workowski request. g. Clerk 1. Approve Fee Schedule for 2005 M/S Benson/McConnell to approve fee schedule as presented to take affect Jan. 1, 2005. Motion carried. 2. Approve Election Board for 2005-2006-M/S Benson/McConnell to approve election board as presented. Motion passed. - Unfinished Business - a. Update on Lillian Street home. Attorney Wertsch said we're waiting for the County. b. Update Hillside/North Court illegal driveway - nothing. c. Update on Subdivision Ordinance-right now we can't do anything with this. - New Business a. Develop work rules for roadmen. Men should work as a pair, wear vests, put up signs, etc., and a list needs to be developed to be followed by our workers. Marian should contact Green Lake County to see if they have a list that we could use. b. Authorize Mike Wuest to purchase used chipper-Wuest is not aware of this, although he feels there is a need for a chipper. Benson suggested speaking with Jim Bradley. - Public Comment. Bruce Gebhardt--Is there a place where people can dump oil? Bohn's, Stumpner's and Krause's Mobile are all places in Berlin that will take it. Should we contact them to see if we can publish that? Joanne LaMire would like to see us pursue the road damage before it's too late to remember who did it. La Mire also inquired about regular office hours at the Town Hall. Discussion on appointing a clerk vs. electing a clerk and the pros and cons of this. LaMire questioned investing at 3.25% at the Green Lake State Bank instead of leaving the money in the First National Bank. Orlo Bierman also commented on the regular office hours and the need for this and the fact that the public would like to come to the town office at some point in time. He feels the town citizens would appreciate a bare minimum of office hours here at the town office. Susan McConnell commented that she would like us to have regular office hours at the town hall. The attorney stated we could hire someone else to man the office instead of the clerk. McConnell would like to ask the clerk to set some regular office hours at the town hall. At RobinHood estates road: cold this be "product failure"? The attorney was asked about this and he needs to research this. Roger Ladwig feels we should pursue a settlement from Scott on this. JoAnn LaMire--What date can we expect an answer on the Prokos thing? Attorney could file an action by the January 2005 meeting. Status of the annexation: filed today, with an amendment. Attorney cannot be at the January 11, 2005 meeting because of a vacation. Motion to Adjourn - Next Town Board Meeting - January 11, 2005. 7:00 p.m. MS Benson/McConnell to adjourn.
