TOWN OF BROOKLYN Regular Monthly Town Board Meeting February 14, 2006 -7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI e-mail: broklyn@dotnet.com Web: www.tn.brooklyn.wi.gov MINUTES Call Meeting to order by Mike Wuest at 7:00 p.m. Present, Mike Wuest, Chairman; Ron Benson, Supervisor;Susan McConnell, Supervisor; Kathleen Morris, Treasurer; Marian Mildebrandt, Clerk; Elizabeth Rowley,Assessor; Attorney Robert Wertsch Pledge of Allegiance said by all in attendance. Approve Minutes of January 10, 2006 and January 25, 2006 meetings. M/S Susan McConnell/Mike Wuest to approve minutes Motion carried 3-0 Financial Report o Treasurer's Report - Kathleen Morris -Collection 3,690,257.21 for end of January. M/S Mike Wuest/ Susan McConnell, Motion carried. 3-0 o Approval of checks written from January 11, 2006 - February 14, 2006, Checks 8575 - 8643 totaling $31,316.10. M/S Ron Benson/Mike Wuest to accept checks as presented. Motion carried 3-0 Library Report - on activities - no one present Building Inspector - Report on permits issued - Jerry Burhow, Jr. issued 2 permits in January - Gave a report to the board. Report on permits issued. o UDC preliminary discussion on expanding the code. M. Wuest - gave a sample of the Town of Metomen. Would like to start discussion and continue next month. Jerry Buhrow gave the board pictures of different remodeling houses that do not have to be inspected. They are redoing the houses without having to get permits. Attorney Wertsch, -the current ordinance houses built since June 1, 1980 are covered. Are you asking the town to expand their ordinance to cover all remodeling on existing homes prior to 1980. Jerry Burhow - another problem is to define what is an alternation. Attorney Wertsch, the state warned him not to include in the ordinance if a bathroom is altered, the kitchen doesn't have to brought up to code. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Fire Commission - Was not at the last meeting - the town of Green Lake has paid their share of the fire agreement. The fire chief has some concerns about salting the driveway/parking area. First responders have made some purchases of equipment. Which have come out of their funds. They have had some CPR training for the volunteers at the HS fitness center. General Discussion on Highway 23 project of 2010. MW. The official meeting - yesterday. North Lawson as it exists will be closing the highway access. The other choice is to work with Mr. Wallenfang and Mr. Zabel to put their leg of N. Lawson to come out in the top of the hill. There will be no utilities or curb/gutter put in. If that is to be done, it would be between the city and the land owners. Town side. DOT will close that entrance. There will be 2 hammerheads. They have agreed to put an offset and road from the city road. It would be up to the town to complete the road. Still in preliminary stage, nothing permanent. In 2009, the bridge by the dam will be rebuilt. There will be cost to the Town, it will be State & Federal cost. MW suggests that we start planning the road, talking to the land owners, it is less than 4 years when it will happen. Safety factors, angle to road, distance to the bridge. The problem putting in the acceleration lane from the stop lights to the top of the hill. If they keep the town side open, it could cause a problem with people pulling out in the acceleration lane and jumping lanes to go into the city N. Lawson. They explained more about the land from the stop & go lights to the Ripon City limits. MW indicated if the city doesn't extend their leg of N.Lawson, he will still try to negiogate with the land owners to complete and open up the N. Lawson road on the north side. Jerry Buhrow. - Hwy 49, Marian indicated that there will be a problem with the N. Lawson entrance. They were going to put a round about north of N. Lawson. But it would run into the wet lands, is there some money from that available. MW - the stub in road is on the plate. JB - everyone will work you, all of the trucking lines would want more than one main access to their business. The bridge has to be replaced anyway. They will manipulate you. MW - Plans to work with Petrie. Dusty - there will be a problem with the 49 hwy. - we have to keep working with them and get as much as we can get out of it. Sydney Rouse - thinks they should do something about the North/A intersection. Clerk - they are going to realign that intersection. Mw - they are realigning the stop & go light and possibly add turn signal lights. We asked for 45 mile hearing. Feb. 28 meeting will be held in the gym above the City Hall. It is for the public. JB - they have received a lot of mail about closing the roads. MW We have to thank Olson and Ballweg for all of their help on this project. We have 4 years to plan for this road and work with the city to make this work. Block farm will have their driveway moved. Mw If they leave the road as is and make if the 90 degree angle needed, 3 houses would have to be moved. He is not in favor of moving families. JB - can you get a price on the cost of the new road. MW will have to talk with the landowners. MW - he will bring something back as he gets information. Plan Commission: Ron Benson - met last night Ms. Kallas request as follows: o Mary Kallas Rezone request from A-1 Exclusive Agriculture District to A-3 Light Agriculture District. The Plan commission rejected the rezoning. Mary Kallas: would like to a copy of Amy's staff report and after the vote, Mr. Bierman's letter was read, and he had no problem with the re-zone. She still has questions about the Re-zoning. The land is not prime ag land. Mike Pulice works for the county, would like to build out on their land. She does not have family and they are good friends.She is asking that the Town Board consider her request. You can not predict the future. She only wants one friend out near her. If she wants to travel, she could feel safe and someone was watching her property. Why was she allowed to pay the fees if it is not allowed. It would still be agricultural. Emotions do play into it. She said that she pleaded with town board to allow the rezoning to pass. She only has 38 acres. You can only divide it into so many acres. Bert - Amy had the option of 3.+ acres to R-1 and leave the 35 in A-1. Discussion continued. Three acres. County meets on the March 1, BW thinks that the town should request that the County postpone o Action by Town Board. M/S Ron Benson/ Mike Wuest Ask the county to Postpone a decision on the existing rezoning request and allow for the appropriate parties to discuss the subject matter with the purpose of coming up with some other alternatives. Motion carried 3-0 Chairman Report, Mike Wuest o Report on DNR Violation - Fire Dept.-Concerning the burning of Mr. Buchholz;s home on Brooklyn J. about 1 year ago. They did not inform the DNR of this, so they got a letter from them and told them that they couldn't do any more. They wanted a letter back from the Fire Dept. that they would not do it any more. There was asbestos in the home. MW turned it over Ron Dott and a letter was sent to the DNR. o Sanitary District Meeting Feb. 28, 2006 - talked to Charlie Marks. - sent a letter to the SD to the fesibility of extending the sanitary lines into Sunnyside. County Road A is being reconstructed this summer. We have had questions from citizens on what we are doing about the city annexing land. RB - how would it work. SRouse - the cost of running the pipes is divided between the number of lands being serviced. If it was vacant land, it would not be billed until land is built on. SR - holding tanks are the safest out there. Orlo Bierman - doesn't know what we need it for. Mw it's out there and we need to know what the costs will be. OB - doesn't have a problem with the exploratory. BW - The primary reason people annex intop the city is for sewer and water. The reason we are looking into the sewer service is to protect the town, SR the DNR - said that Sunnyside would have to go to the City of GL . o Annual Application/Notification for 2006-2007 Construction by CenturyTel - That's is their normal maintenance that they send every year. If they make any large construction, they have to come to the board. o Bids for Recycling/Sanitation up for renewal - He has made calls and has some quotes coming in. o Bids for Insurance up for renewal - Clerk will inform insurance company to send quote to Wiese. o Green Lake County Unit Meeting April 20 , 2006 - where will be hold it, speakers ---Chairman, Clerk and Susan McConnell - Speakers suggestions: DNR =-on shoreline piers, etc. Susan will look into it. Sydney - Steve Sorenson - is a good speaker. o Town's Association Meeting - Royal Ridges - who's going -March 24, 2006. Susan, Betty, Ron, Kathy,Mike, Eugene, Marian - will schedule.and send in reservations. o Discussion of request for donation to Green Lake Animal Shelter - Received a letter that we had donated $500 last June for them providing the service They picked, or had brought in by Animal Control Officer, 14 dogs. They sent a letter to have us sign a contract. He feels that the $500.00 is a good donation. Will not take any action on the request Public Comment -Sydney Rouse - The GL Animal Shelter - is doing a good job and are in need of money. She would rather see the money go to the shelter and some of the other things the town spends it on. RB it would be good to have more information from the animal Shelter. Joanne La Mire - She agrees with Sydney - that they dogs are being taken care of. A lot of people adopt dogs & cats. There is a new sign that is very attractive.
