TOWN OF BROOKLYN Regular Monthly Town Board Meeting February 8, 2005- 7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI Minutes - Call meeting to order - by Roger Ladwig - Present Roger Ladwig, Ron Benson, Susan McConnell, Robert Wertsch, Elizabeth Rowley; Kathleen Morris; Marian Mildebrandt 7:00 p.m. - Pledge of Allegiance - said by all in attendance - Informal public comment time (Roger read conduct of meeting - there will be a public comment time at the end.) - Joann LaMire - presented to the board about the Dartford Cemetery - running in the red. She thanked the board for paying the $2500 already from the 2005 budget - She is requesting the town to make another donation if possible to help make the cemetery stay in the black. Will put on next month's agenda as line item - Are we in compliance with open meeting law? - Yes, Town Hall, Classic Auto, Recycling Center and GL Reporter. - Approve Minutes of January 11, 2005 meeting. M/S by Ron Benson, seconded by Susan McConnell, Motion carried. - Reports Building Inspector. Report on any building permits issued. - no permits issued. County has a meeting March 30, 2005, coming up regarding the inspectors. Review UDC Ordinance - Request to add alteration to homes built prior to 1980 - Ron Benson doesn't think it is needed. JB. Example on S. Lawson - he issued a permit and the house was built previously to the needed date. He issued a permit and now knows that the house is before 1980. He wouldn't have had to issue the permit. It is difficult to determine age of homes. Discussion was held on examples - Susan McConnell made a motion to Òhave Attorney Wertsch draft an amendment to the ordinance - alterations to building built prior to June 1, 1980; provided that only the portion of the building being altered needs to comply with the UDC. That is, portions of the building beyond the actual alteration need not be made compliant." No second. Ron wants it clarified more before (will add to the March agenda - Attorney will bring in a proposed ordinance.) Review fees - Jerry Buhrow has revised the fees to be more fairly. Will wait until next month's meeting. a. First Responders - Jim Bradley - not present b. Roadmen - Report on work being done. - Patching potholes, marked Forest Ridge on culvert - will cut a couple of trees on Forest Ridge - owner's permission to remove. Ron would like to see when we are doing roadwork on certain roads. c. Library - Report on what is happening at the library - no one present d. Recycling/Sanitation Center - Ron Benson - We will get fence fixed next spring. e. Fire Commission 1. Update on Town of Green Lake Fire Protection Agreement - #2 on Bert's report. Susan asked if someone would attend the meeting. Ron - one of the points of discussion which ambulance service would be called to this area. Susan volunteered to try to attend. h. Plan Commission - Ron Benson - No items, no meetings. - Roger took Amy Emery (Omni) on a tour of the town. She thought that we were on the right track with the plan. i. County Board Report - Susan McConnell - Finance committee met and will pursue the electronic bracelet for the inmates. Also video monitoring. Also interest rates are improving. There will be lumberjack show at the County Fair. - 3 shows will be held. Women's league will hold a forum on the Judge's contest. - Also will do one for the Town of Brooklyn and the City of Green Lake. j. Financial - Treasurer 1. Monthly report. - as presented. M/S to approve by Ron Benson/Susan McConnell 2. Approval of checks issued from January 12, 2005 - February 8, 2005 - GL State Bank - 5810-5816 $1,450,499.92 (tax checks). 1st National Bank 7676-7727 Except 7706 (1180.00) $36,409.19. M/S Ron will contact the city regarding bill on chipping. M/S to approve checks by Ron Benson/Susan McConnell. Motion approved 3. Update on Web Site- www.tn.brooklyn.wi.gov. j. Chairman 1. Re-affirm purchase of town truck. - M/S to ratify the purchase of the truck at $10,500. Ron Benson/Susan McConnell. Roll call Ladwig, yes, Susan Yes, Ron Yes. Motion carried 3-0 2. Discuss and possible purchase of tractor for town - We have been looking at a used tractor and mower at Manitowoc County. Price is $16,000. It has 3 sections of the mower. The tractor looks ok, does not have a cab on it. Has rollover bar on it. It is not a 4-wheel drive. Hours on the tractor 47-4800. He has a bid of $4600 trade in on our mower on a mower. Our tractor has over 5000 hours on it - it's 15 years old. - Hold over to next month. 3. Beyer's Cove Ordinance - No wake zone #1 on Bert's - would be inclined to support the no-wake, but that the wording on it be changed. Also suggest that all town's be listed at the top of the ordinance, and M/S Ron Benson/Susan McConnell. Motion carried. 4. Update on complaints on W831 North Court junky yard. - No response from county 5. Update on North Court Driveway for Anderson- - no response. M/S Susan/Ron to have Attorney send him a letter and it no response, summons and take to court. 6. State of Wis. Maps on annexation - Roger received maps with latest annexations on it. But the letter states it should be Jan. 1, 2005. 7. Set date for closed session to discuss annexations. Feb. 24, 7:00 p.m. 8. DOT will have a meeting Wis. Rapids on Hwy 23 Monday Feb. 28, 10:00 a.m. road is from Arcade acres road to County A. k. Supervisors 1. Ron Benson - Nothing 2. Susan McConnell =- not here for March meeting - l. Clerk 1. Safety equipment for roadmen - authorize to purchase - no action 2. Primary election February 15, 2005 3. Insurance update- will discuss Feb 24 4. Work rules for roadmen (carried over) - Feb. 24 m. Assessor - Board of review will be later n. Attorney 1. Update on Fire Dept/First Responder Agreement with City of Green Lake - Met with Dan Sondalle and looked through the existing agreements and we both concurred there are lots of problems with existing agreement. It's hard to read. Things have changed over the 10 years. Bert will work on the agreement and then send to Sondalle. They will work on it and then give to the governing boards. Asking the board and council to do a 4-month extension. MS Susan/Benson - carry over to next month. 2.Update on Lillian Street home. - The county has instructed D. Sondalle to proceed on the property. Dan doesn't want us to do anything until County gets done with it. Bert would like to send a letter for another inspection after Memorial Day. They are doing some work on the property. 3.Update Hillside/North Court illegal driveway - One driveway has a permit and the other driveway does not. Bert has talked to the realtor about the problem. Bert to write a letter no later than the March meeting. If no response he would recommend that the driveway be removed. 4.Irving Park Road Damage (update) - was able to find out whose truck it was and owner of truck. He has notified both the owner and driver to pay it. It is covered under State Statues. 5. Update road damage - Forest, Camelot Trace and Belle Mapps Roads - These are roads surfaced with cold mix and the road is cracking. Scott went out and indicated that some cracks are normal. The ones on the side 950 cross 950 for lengthwise cracks. They will pay 450. They will not pay the bill, but credit it to any future any work done by the town. Doesn't seem like a responsible way to go. Don't know when they will get another job. Roger seems to think we should go to the $950. No action taken. 1. New Business a. Approve task offer from Omni for subdivision/land use ordinance. M/S Ron /Susan to accept the Task 2 for $6000. Roll Call, Roger: Yes, Susan Yes, Ron Yes.. Motion carried 3-0 2. Motion to Adjourn - Next Town Board Meeting - March 8, 2005. 7:00 p.m. M/S Ron Benson/Susan McConnell. 9:50 p.m. Motion carried.
