TOWN OF BROOKLYN Regular Monthly Town Board Meeting January 10, 2006 -7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI e-mail: broklyn@dotnet.com Web: www.tn.brooklyn.wi.gov Minutes 1. Call Meeting to order. 7:10 p.m. by Chairman Mike Wuest; Supervisors: Ron Benson, Susan McConnell; Kathleen Morris, Treasurer, Marian Mildebrandt, Clerk; Attorney Wertsch; Assessor: Elizabeth Rowley; Amy Emery - Planner. 2. Pledge of Allegiance -said by all in attendance 3. Approve Minutes of December 13, 2005 meeting - M/S Susan McConnell/Ron Benson - to approve - Motion carried 4. Financial Report a. Treasurer's Report -large number of outstanding checks due to them being written at the end of the year. - With check written for $38,636.42 to purchase a CD. - M/S Ron Benson/ Susan McConnell - Motion carried. 3-0 b. Approval of checks written from November (Should be December 10) 9, 2005 - January 9, 2006. Check #8522 - 8574 Total $120,854.45. M/S Ron Benson/Susan McConnell - Motion carried. 3-0 5. Library Report - No one present 6. Building Inspector - Report on permits issued - 1 permit in December 34 permits total for 2005. 7. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Fire Commission - not too much happening. Fire Commission reviewed the latest edition of Fire Dept. Agreement for approval. Maintenance continues to be worked on. First Responders - attempt made to use human resources - Seems to be smoothly working out between the two groups. Mike Wuest - Ron Dott called and told him that the two groups worked together at an extraction over by Maplewood. So everyone seemed to work well together. 8. Resolution 2006-1: Agreement establishing City of Green Lake-Town of Brooklyn Fire & Rescue District. M/S by Susan McConnell/Mike Wuest to ratify the agreement: Roll Call: Susan McConnell - Yes, Ron Benson, Yes; Mike Wuest, Yes. Motion carried - 3-0 9. Plan Commission - Ron Benson Report on Plan Commission regarding Sunnyside Acres Silver View Preliminary Plat. Ron Benson - Plan Commission met last Thursday, and tonight. They approved the Environmentally friendly version plus 8 conditions. - Plus any that Amy and Bert feel are needed for the ordinance. Town board should meet at 5:00 p.m. on the 25th of January to approve or deny the Preliminary plat. 10. Chairman Report, Mike Wuest a. Discussion on annexations: Busse; Eilert; and B-2 Enterprises, LLC. - General discussion - Mike Wuest-talked with Tom Willett on the annexation. We have had our engineers working on the wastewater problems. The City of Green Lake last night postponed the annexation for the present time. Because of questions on how and why it got to the city. The proposal for the car wash project, of putting in a recycling system for the wastewater was what the Town had proposed. The rest of the buildings in the development to the septic system would be ok. Mike Wuest's question - do we (the Town Board) try to get these developments and then let the city come and take what they want? We gave them the 120 acres west of the city. We have been trying to get the land agreement with the city and the mayor wants nothing to do with it. Mike Wuest's question - do we want to do anything about the annexation? The same with the Eilert and the Busse's property. He is wondering why the Eilert and Busse property - all of a sudden wanted to annexation to the city. We need to care - Ron Benson - The mayor will tell you that the city doesn't solicit any one to come. Attorney Wertsch - people feel that they need services at the city level. We don't know what the City told Willett. One problem is that once they sign annexation papers it is too late. Mike Wuest- feels that if the city is doing this, they should give us a chance to work with the people. Ron Benson- it's educational that we hear residents indicate their loyalty to the town and then 2 weeks later they annexation to the city. Susan McConnell- any comments from the audience. Ward Kinas - which way is the town going to head now? It is evident that the town has to do something with the sewer system. Mike Wuest: one possibility would be to hook up with the sanitary district. He has talked with Charlie marks - Susan McConnell- has read on the town developing a utility district or sanitary district. Mike Wuest feels that the city is so close that we should be able to work together. Lynn Mirr- on city council - there are members of the council that would like to work with the town board. There is competition on the ballot for the mayor's office. There definitely need to be some changes, I would welcome working with the Town of Brooklyn. Being on the council, she sees stuff that benefits the city. And that there are things that benefit the Town. Sydney Rouse- she feels that cost wise we would benefit by going with the Sanitary District. You might want to look into buying into the Sanitary District loan. If the city sees that there is another choice, they may be more willing to work with the Town. Attorney Wertsch- you don't have to have a plant to form a district, you might purchase services from another group to process your waste. Lynn Mirr - she has been told the same. Amy Emery- she is very familiar with annexation. Step back - what can we do. Educate the landowners - especially those close to the city about the downfalls of annexation. 11. Discussion & Vote on Resolution 2006-1 for approval or denial on North Lawson & North Street for State Road 23 Construction Project in 2010. - Mike Wuest - has been in contact with the DOT - Dave Barth has retired. There is a new individual in charge. Their recommendation is that North Lawson - both sides be closed. They are moving North Lawson into the city on the westside of the hill. 1st) Their biggest issue is a safety issue, 2nd) issue is the intersection is on 90 deg. - 3rd) is accidents. Comments - By doing the resolution - we are negotiating to get a new bridge on North Lawson. - 100% funded by Fed & State. Without this replacement of the bridge is' 80/ 20 is cost sharing on a bridge. In Feb. there will be a meeting with the city/town and the State will start land acquisition after that meeting. They are trying to negotiate with Mr. Wallenfang to bring that road in on the hill. Apparently Mr. Zabel is not working with the city. M/S Ron Benson/Mike Wuest to table Resolution 2006-1 -indefinitely - Motion carried. 3-0 12. Public Comment - Mike Wuest has comment - concern brought to him about the article in the paper about the county taking over the roads. All the town asked for was to get prices. This was not addressed to anyone in the industry. Attorney Wertsch and Mike Wuest will write a letter to the paper. Several items were done wrong. Mike Wuest is very happy with the snow plowing that Kopplin & Kinas has done this winter, and the communication with Pat, supervisor of the roads. The article was not accurate. Mike Wuest explained that he asked the Green Lake County Highway Committee for cost comparison on their doing some of our roadwork. Ron Triemstra - on Woodland Circle - 1)comment was the snowplowing and that was addressed. 2) Annexation problems here on the corner (land across State Road 23/County A). Since he moved here 10 years ago, from Madison area, he would encourage the town to pursue the sanitary district - with someone else to process the sewage. Sydney Rouse - She objected to having to pay a charge to pay her taxes on line. Kathleen Morris: this is a charge that has to be paid for by the taxpayers. This is normal cost of paying by credit card. The Town or the County would have no way to cover the cost, unless the town would add it to their budget. 13. Next meeting February 14, 2006 7:00 p.m. (there will be a special meeting on January 25th at 5;00 p.m.) 14.
