TOWN OF BROOKLYN NOTICE OF PLAN COMMISSION MEETING Thursday, January 4, 2007 7:00 PM Town Office — W1208 State Road 23-49 ---- Green Lake, WI e-mail: broklyn@dotnet.com Web: www.tn.brooklyn.wi.gov NOTICE OF TOWN BOARD MEETING Members of the Town of Brooklyn Board may attend the Town of Brooklyn Plan Commission meeting at the above-specified time and place. Members would attend for the purpose of gathering information regarding the following agenda. The Town Board at this meeting will take no votes or other action. Notes 1. Call meeting to order – by Mike Wuest at 7:15 p.m. Present: Mike Wuest, Carolyn King; Harley Reabe; Tom Esslinger, Mary Jane Bumby; Orlo Bierman [Clerk Marian Mildebrandt] 2. Pledge of Allegiance. Said by all in attendance 3. Approve minutes of the Joint Plan Commission/Town Board Meeting from December 28, 2006. One correction by Orlo Bierman with balances to be bounds M/S Carolyn King/Mary Jane Bumby to approve minutes, Motion carried 6-0 4. New Business. – a. Green Lake Campgrounds - conditional use permit and site plan – Rick Pierce –Phase 1 added 25 sites to the campground. It is done and filled and a good addition to the campground. This allows for Phase 2 to go ahead – Possible 80 sites. The only change to the plan is initially I had the sites more throughout the property. Now I have put more to the southern part of the land to preserve the woods and nature areas. He plans on to remodel the vacant house. Isn’t sure if he will live in the house, or have a caretaker. Carolyn King there is only one entrance and exist – Pierce – correct. The chicken house will be torn down. The activity center, which is the music building, will be remodeled so it matches the north end. It will be an area where people can play cards, do crafts, etc. There are 2 garages one runs north and south and the other east west. These will be remodeled to be bathrooms, it will be interiorly connected to bathrooms, fitness center etc. He is planning on having a pool also in this area. These plans are not yet finalized. It will be a zero depth entry and will taper off to deeper (5 feet deep) an outside pool with fence around. It is covered by state codes. This is not like the regular campground he has. This will be more permanent trailers. Under 400 square feet – 5th wheel, travel trailer or park model type of trailer; no foundation, some may put a detached deck next to it. Decks can’t be any longer than the trailer and no wider than 12 feet. The people lease their spot for the whole season. The office area provides supervision for the area and a snack area. There will be a security gate. These residents are not just weekend people. He has a waiting list of 25-30 families to come in. Little impact on traffic, they come for the weekend and go out to eat in the local restaurants. With his seasonal residents in the campground, he has lost some of them to people that bought cottages or homes in the area. All the buildings he is remodeling will have new siding and roofs. He will have to make the driveway wider, and the county will control that with approval of DOT. He also has one area that will remain agricultural and he will have an area that will be a nature area and run along side of the area. There is a berm running along highway 23. Mary Jane Bumby is there a fire danger. Rick we cleaned up the undergrowth, the entire campground is very restrictive. This is what he wants and he does not want to add any more. He will do some improvements to the nature trail. He will have a conventional septic system. Joann LaMire – this is a good addition to the area. There isn’t any trouble, as she would hear the sirens as she lives close. Orlo Bierman - what’s the difference between the 80 and 85 sites. Rick the 80 sites will be the ones he goes with. All units have to less than 400 square feet. If it’s over 400 sq. ft, it’s considered a mobile home and not allowed. Item 12 – on the county – will be adjusted to allow a deck not longer than the length of the trailer and 12 feet wide and a 6x8 metal or Rubbermaid storage building. Item 10 suitable fencing. If needed by Town standards he will put in, but he has posted. Radio tower has to be fenced in and since it is a county tower, they should fence it in. But he will have it fenced if they don’t. Item 9 buffer, Bierman- feels that the last sentence should be removed, so that in a couple of years someone can’t come and say they don’t like it. A 50 ft buffer is adequate. Wuest – is there a way for emergency vehicles to get in if needed. Pierce – they can drive through the gate as it’s only wood and replaceable. If he gets all of the approvals he plans to start in July or August and plans to be open in April of 2008. He will start a list with a deposit on a site. It will need a new well. He hasn’t got that far. Once it is approved here and at the county level, he will bring in an expert for laying the septic lines, well, etc. and it has to be state approved. Wuest – any comments against. None Wuest – any comments in favor – Bierman – on staff report from county. Re: zoning on areas on either sides of the area. It complements the area with the golf course to the south and the mini golf to the west. M/S King/ Bumby to accept the plans subject to the conditions presented with changes on #9 with omission of sentence at the end and #10 – fencing – should the town of Brooklyn deem it necessary a fence will be put in. #12 deck & storage building to be allowed per above specs and that it will be only 80 sites. Roll Call: Bumby, Yes; King, Yes; Bierman, Yes; Reabe, Yes; Esslinger, Yes. Motion carried 5-0. Note: Mike Wuest it is a very well kept area, if you get the chance go out and visit. b. Rezone for Town of Brooklyn for new town hall from A-1 Exclusive Agriculture District to C-2 Extensive Commercial District. Comments: Mike Wuest, rezone fits the area according to the comp plan Commercial. It fits in with the zoning map, consideration for the safety of the residents. Bierman – staff report from county – Farmland preservation land – not an issue. Wuest- it has been handled. Nothing negative in the county comments. M/S Bierman/ Reabe to rezone from A-1 to C-2 Extensive commercial district. Roll Call: Bumby, Yes; King, Yes; Esslinger, Yes; Reabe, Yes; Bierman, Yes. - Motion carried 5-0. c. Conditional use permit for the Town of Brooklyn for town hall. – Wuest – site erosion plan is down at county, storm water management, lighting is being discussed – the lights will be on poles but the lights will shine down, the only light that will shine up will be on the flags. #10 –Bumby – Recommended changes –Wuest – they will be sent down to Strand after state approval. #11 – Note: A-F – all are considered (see file for copy) The driveway has been approved to be a 3 lane driveway by the county. A-F has all been met. 1-12 items will be approved by some other authority. The signage has been addressed. M/S Bierman/Esslinger that we approve the conditional use 1-12. Roll Call: Bumby, Yes; King, Yes; Esslinger, Yes; Reabe, Yes; Bierman, Yes. Motion carried 5-0 5. Adjourn M/S Esslinger/Reabe to adjourn by 8:10 pm. Motion carried.
