TOWN OF BROOKLYN Regular Monthly Town Board Meeting July 12, 2005 -7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI E-mail: broklyn@dotnet.com www.tn.brooklyn.wi.gov. Minutes 1. Call meeting to order by Mike Wuest at 7:02 p.m. Present: Mike Wuest, Chairman; Ron Benson, Supervisor; Susan McConnell, Supervisor; Robert Wertsch, Attorney; Elizabeth Rowley, Assessor; Kathleen Morris, Treasurer; and Marian Mildebrandt, Clerk. 2. Pledge of Allegiance - Said by all in attendance. 3. Approve Minutes of June 29, 2005 meeting M/S by Ron Benson/ Susan McConnell, Motion carried to approve minutes as presented. Motion carried. 4. Financial Report a. Treasurer's Report - Kathleen Morris indicated that we had received the 2% Fire Dues this month. M/S Ron Benson/Susan Mc Connell to accept. b. Approval of Checks 8058 - 8119 for $31,536.67. M/S Susan McConnell/Ron Benson to accept checks payments as presented. Motion carried. 5. Library Report - on Activities - Rick Krueger - Ostreum has a display of Santa's - Christmas in July. The Library is very busy with children using the library 6. Building Inspector - Report on permits issued. - Issued 3 permits this month. 7. Fire Commission - Orlo Bierman - Report on 6/28/05 meeting with 1st Responders and Firemen. Seems to be better cooperation with the two organizations. There are some issues with maintenance of the building. Nothing has been done with the maintenance since it was built. 8. Supervisor - Ron Benson a. Update on computer set up and purchase. - Ron Benson -his brother Reggie has spent 20 hours on the laptop computer issue. He contacted 4 local vendors. He was concerned with the service. as all will need to be fixed. at some time. He explained the prices and what comes with the laptops. M/S to purchase the Dell 610 through the Dell company no more than $1550.00. Second by Ron Benson -Motion carried. 9. Chairman - Mike Wuest a. Progress report on roads - Doing quite a bit of shouldering. 1. Applying for possible state grant on St. Marie & Northwest Road corner for east slope redo, working with landowner for grade easement and Land Conservation is working up another plan. Talked with Strand and will apply for a grant through the State that may help with the cost. b. Local Road Improvement Project. After July 20th will be able to apply, would like to do (1) Sunnyside from County A east to Forest Ridge Road. Approximately 2,400 feet. Estimate from County doing a 6' lift on it, put on a three inch shoulder -$58,878.00 - pulverizing has taken a price hike in May -$8500 to pulverize. (2) Woodland Circle 2100 feet - Pulverize and resurface $50,500. (3) Lake Steel Street $25,400 - pulverize He will check with DNR to redo as it is in the wetlands. Also talking with Winnebago County about a road contract, that they would do all of our roadwork. He sent a copy of their contract. - Green Lake County is very interested in presenting a contract. The Winnebago contract is just a copy. c. Start talks about long range budgeting 1. Roads, Possible County contract -Also talking with Winnebago County about a road contract, that they would do all of our roadwork. Building - new town hall - Mike Wuest has two buildings that may be for sale, but cannot mention at this point. Attorney Wertsch asked if it would help with ideas from a 3000 square foot building just built as a town hall, no garage or basement - cost was $300,000 approx. The whole project, land, legal fees, landscaping -$350,000. Borrowed 300,000 at 4%. 10 years. The debt service to that loan is costing their taxpayers .30 a mil, $100,000 $30.00 per house. 4. General layout of the entire 2005-2006 budget, set goals and plans for next year and beyond. Ron - would like to have a 5 - 10 year outlook for road equipment. - and fire equipment. 10. Public Comment - Sydney Rouse - wants to know if we have received an eviction notice. - Mike Wuest - no. Sydney Rouse -was wondering why we need the Town hall. Also what happened to the Egbert storage? Attorney Wertsch - The town board can't purchase land or a building. It has to be at a town Special meeting, or Annual meeting. The town residents should have a vision on what they would use a town hall for. 2) Sydney Rouse - You are planning on using GL County as the county for the road contract. Mike Wuest, Yes. Attorney Wertsch - is the private sector capable to provide the services, and if they can, would it be fair to the private sector. Orlo Bierman - seems worth pursuing. - The county has equipment that isn't being used. Joann Lamire - should get bids from the private sector, so that we know what we are saving. - Would like to see a 3 - 5 and 10-year plan - hard copy.- why wasn't the Chamber of Commerce on the agenda regarding the raising of room tax? Susan McConnell - the chamber wants us to approve the raise in room tax. The Town Board wants to get input from the room tax people. Attorney Wertsch - DNR is holding hearing on regulation NR215. Very restrictive on shore land uses. The Budget meeting will be held on November 3, 2005. Budget requests should be presented to the Clerk or Town Chairman by the September 13,regular town meeting. Who is going to the meeting with the DOT on the Highway 23 corridor? - Mike Wuest indicated that he would be receiving information from the County Highway Commissioner when the date is set. 11.
