TOWN OF BROOKLYN NOTICE OF PLAN COMMISSION MEETING June 5, 2008 6:00 PM Town Office — N5988 County Road A ---- Green Lake, WI E-mail: townofbrooklyn@centurytel.net Web: www.townofbrooklyn.com NOTICE: Members of the Town of Brooklyn Board may attend the Town of Brooklyn Plan Commission meeting at the above-specified time and place. Members would attend for the purpose of gathering information regarding the following Agenda. The Town Board members at this meeting will take no votes or other action. Minutes 1. Call meeting to order - by Mike Wuest, Chair at 6:00 p.m. Present: Mike Wuest, Chair; Orlo Bierman; Ron Triemstra; Harley Reabe; Mary Jane Bumby; Marian Mildebrandt, Clerk and Attorney John Bazel, Town Attorney. Absent: Sharon Esslinger 2. Pledge of Allegiance - said by all in attendance 3. Approve minutes of the last Plan Commission from May 1, 2008. M/S Reabe/Bumby to approve minutes as presented: Motion carried 4-0 4. Public Comments: (15 minutes) Sydney Rouse, Question/ does the County or Town have a livestock siting ordinance. If the county does not have one, the Town should have one. This would come from the Plan Commission. Question: Does it make a difference in tax implication if we leave the larger lots. Wuest: The comp plan is just a guide. Last night the County Plan Commission had their meeting. It (Lindenwood) is held over for 90 days, pending some paper work that the Commission wanted. Mary Jane Bumby: Is it going to be decided if the roads will be public or private road. Wuest: – it will be decided as they go through the dedication. Question: Last night you stated that the town would take over the roads. Wuest: The preliminary plat is changeable. When they get approval of the final plat, then it is final. Up to that point anything can change. Question: will there be public hearings about this issue. Blazel. The town approved private roads. The county can change it. McConnell: Regarding last night’s meeting. The plat is being laid over for 90 days. The county is asking the developers to take the 90 days to prepare and present the items and permits and paperwork that need to be presented before the preliminary approval can be given. If the town would agree to taking over the roads, it would eliminate a lot of problems at the county level. (6:15 closed) 5. Consideration and action on the Town & County Land Subdivision Ordinances and Town Comprehensive Plan to included discussion with town attorney about said ordinances. Wuest, in our land subdivision ordinance it states that we should have a concept meeting. He feels that we should have pre-developers and developers agreement. It spells out everything that should happen in the subdivision. Par. C talks about concept plan. Triemstra – we have document that requires developers to go a.b.c.d…… to get a plat approved. Then they have to go the county and have to do the same thing over again. How can we expedite our portion so that there isn’t the duplication in tasks. We would like to simply the system and save the developer some money, so that they aren’t duplicating items. Bierman – a concept is just that. It is just an idea of what they have in mind and what the commission thinks about it. It gives the commission a chance to think about what is proposed and they can give suggestions on what does or does not agree with the town planning. Then they can present the preliminary plat. Bazel. That is what a concept plan is for. The developer doesn’t have to spend a lot of money. The town board can wave the plan if time is an issue. Wuest, have the concept plan first; then preliminary plat and pre-developer’s agreement, then final plat and developer’s agreement. The concept plan should be exchange of ideas. Is there a way of having only 1 ordinance or do we need 2 ordinances. How can the town have some kind of final control over the county ordinance. Bazel, the only way is to have your own ordinance. Question: Can we get away from duplicating fees. Can we wave parts of our ordinance? Bazel, maybe Al Schute from the county could come to a meeting, or give us something in writing about how they do things to attempt to cut some of the red tape and make the developments go smoother. It would be nice if the 2 ordinances were structured similarly. Triemstra: Do we want to take the Green Lake County ordinance and compare the two of the ordinances. Find where our ordinance is similar to the county. Co-ordination of efforts is very important and that it would be worth our time to get together to discuss. To get an agreement that if Brooklyn does an engineer study, would the county accept it. Bazel – recommendation: See if Al Schute or someone from the county would come and answer some of the questions on how they do it. See if there is some way to streamline the engineering. If there is something that you do not agree with the county, you may want to be more restrictive than the county. The county could mirror our ordinance. Bierman: try to get someone to our next meeting. 1. Are you hiring an engineering to spec the plans. Or are they all the same for culverts. 2. How technical do they get. 3. The process (technical) how they process an application. 4. How can we coordinate our efforts with the town. 5. When they receive a plat, how in depth do they go into it, retention pond, engineering plans, drainage, etc. 6. At what point does the state get involved. At July meeting. Wuest will check with Schute. 6. Suggested agenda items for next meeting. Livestock siting ordinance. – GL County takes care of zoning. 7. Set next meeting date & time July or August. We will let everyone know.
