E-mail: townofbrooklyn@centurytel.net Web: townofbrooklyn.com Minutes - DRAFT o Call Meeting to order - by Mike Wuest, Chair o Present: Mike Wuest, Chair; Susan McConnell, Supervisor; Sydney Rouse, Supervisor; Marian Mildebrandt, Clerk. Absent: Kathleen Morris, Treasurer o Pledge of Allegiance - said by all in attendance - o Approve Minutes of February 12, 2008 meeting - M/S Rouse/Wuest, as amended Motion carried 3-0 o Monthly Financial Review: o Treasurers report o Clerks report o Assessor report Elizabeth Rowley not present o Library report Linda DeNell presented report several concerts are coming this month. April 5 scrapbook class at 10:00 a.m. she also reported that there has been some water damage with the snow melting on the roof. o Building Inspector report Jerry Buhrow, Jr. not present o Fire Commission report (Including Fire Dept. & 1st Responder Dept.) - Election of officers. Orlo Bierman, Chairperson; Mike Ratter, Vice-chairperson; Lee Baird, Secretary/treasurer. Chief Wm. Wagner is looking in to purchasing a new pumper truck. First Responders election results was listed in their monthly report. o City Affairs report Sydney Rouse. Report presented on March 10th City Council meeting. o County Board report Susan McConnell Report presented. On Feb. 19th meeting. o Chairperson report Mike Wuest o Snowplowing Update Watching for running water on the roads with the snow melting. The roadmen are out patching potholes and doing routine maintenance. With the temperatures melting snow during the day, watch out for slippery roads with the cooling of temperatures at night on the roads. o Furniture for meeting room update March 20th is the date to pick up 40 chairs and 25-30 tables at the $1,000.00 authorized. Could use some help in moving the furniture. We are trying to arrange to have a truck to help with the move. Joanne LaMire indicated that is they knew ahead of time, they have a covered trailer that could be used. o Plan Commission report RE: progress of Comprehensive Plan Revision Wuest, Chairperson the Plan Commission finished reviewing the Comprehensive Plan at last weeks meeting. Now they will discuss how and if they we want to change any items. Next meeting for the Plan Commission is April 3rd at 6:00 p.m. o Reminder of April 1, 2008 election here at Town Hall. o We are electronically paying our 941 taxes. It is required by the IRS o Suggested items for possible future agendas - Rouse, where we are posting our notices. o Public Comments (15 Minutes) - None o Consideration and action on conditional use permit: o Owner: Daniel L. Egbert d/b/a Egbert Excavating, Inc. Site Address: NE Corner of Hwy 23 & Busse Road, Parcel #004-0307-0600, Lot 1 of Certified Survey Map 2301, Town of Brooklyn, (+ .5 Acres) Section 15, T16N R13E Explanation: the owner/applicant is requesting a conditional use permit to add two storage units/buildings to match existing five buildings on adjacent property. o Plan Commission Recommendations Wuest Chairperson recommendation from Plan Commission was to approve the conditional use request. o Discussion: Wuest He talked with County Zoning and there has to be a CSM for the right-a-way on the road. It has to be certified and recorded before the conditional use can be given. M/S Rouse/McConnell to approve the Egbert conditional use permit request to add two storage units/buildings to match existing five building on adjacent property and for the proposed road subject to receiving a CSM for the town right a way. Discussion on motion: Some discussion on when Busse road would be closed to State Road 23/49 with the answer being when the road is re-done probably in 2011. At that point, access to the businesses located in that area would be moved to the East to the existing driveway. Also it will be Mr. Egberts responsibility to construct the new road to Town Specifications and the State of Wisconsin and Mr. Egbert will do the paving of the road in exchange for closing the current entrance off State Road 23/49. McConnell: Mr. Egbert has 5 buildings and is adding 2 more. Is this all the storage sheds he can have on this piece of property? Wuest: It was stated at the Plan Commission to the Plan Commission that this would be all that would fit in this area. Roll Call: Wuest, Yes; McConnell, Yes; Rouse, Yes. Motion carried 3-0. o Public Comments: (15 minutes) Keith Myers Reason to re-zone is to clean up zoning before they sell. It is not suited to A1, but fits A2. o Consideration and action on a rezone request: o Owners: Keith and Carol Myers. Location: Hwy PP, Green Lake County, Town of Brooklyn. (+ 24 acres). Parcel #004-00229-0000. Explanation: The owners are requesting rezone from A1 to A2 o Plan Commission Recommendations Wuest, Chairperson The Plan Commission approved the request to rezone the 24+ acres. M/S Wuest/ McConnell that we uphold the Plan Commission recommendation to approve the rezone from A1 to A2 on Parcel #004-00228-0000. Discussion on motion: None. Roll Call: Wuest, Yes; McConnell, Yes; Rouse, Yes. Motion carried 3-0. o Public Comments: (15 minutes) Joanne LaMire She had heard rumors that the Town of Brooklyn will sue someone if the annexation goes through. Wuest Until the decision to annex or not is decided by the City, the Town of Brooklyn can not do anything. No decision can be made. Our attorney at a public meeting indicated that there would be a challenge if the annexation goes through. No decision can be made until the City acts. LaMire: 5-person board is on agenda she is in favor of it. We need more opinions with all the items coming before the board. If there is not enough money, maybe we should be cutting salaries so the work can be spread out more. Wuest we have a boy scout visiting our meeting tonight. o Consideration and action on joint ordinance No. 2008-03 with Town of Princeton, establishing 45 MPH speed zone on Sugarloaf Road. Wuest both towns have been approached regarding the speed limit on Sugarloaf Road to do a joint resolution on the speed limit. One side of the road is Town of Brooklyn, the other side is Town of Princeton. Some of the homeowners in the area request a reduction from the 55 MPH from County T to Orchard Drive. The Town of Princeton will pay for ½ of the legal to prepare. M/S Rouse/ McConnell to pass Ordinance 2008-03 establishing a 45 MPH speed limit on Sugarloaf Road from County T to Orchard Drive. o Discussion: Wuest, due to the people walking and bicycles on the road, it is a good idea to put a reduced speed limit on this road. Also the rest of the Sugarloaf area has 25 MPH speed limits, this would slow people down. Roll Call: Wuest, Yes; McConnell, Yes; Rouse, Yes. Motion carried 3-0 o Consideration and action on a 5-person Town Board Rouse M/S Rouse/ Wuest move that the board be increased to a 5 person board to be completed in the year 2010 and to authorize attorney to draft ordinance. o Discussion: Wuest: Read letter from Attorney re: increasing to 5 person town board. An ordinance has to be published and then takes effect. 3 board members would be elected in odd number years and 2 in even years. o Roll Call: Wuest, Yes, McConnell, Yes, Rouse, Yes.
