TOWN OF BROOKLYN Regular Monthly Town Board Meeting March 13, 2007 - 7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI E-mail: broklyn@dotnet.com Web: www.tn.brooklyn.wi.gov Minutes · Call Meeting to order by Mike Wuest at 7:00 p.m. Present: Mike Wuest, Chair; Susan McConnell, Supervisor; Ron Benson; Supervisor; Marian Mildebrandt, Clerk; Kathleen Morris, Treasurer. · Pledge of Allegiance – said by all in attendance · Approve Minutes of February 13, 2007 meeting – M/S Susan McConnell/Ron Benson to approve the minutes. Motion carried 3-0 · Financial Report o Treasurer’s Report – M/S Ron Benson/Susan McConnell to approve. Motion carried 3-0 o Approval of checks through February 28, 2007 Checks #9501- #9578 $2,189,934.99. M/S Susan McConnell/Ron Benson to approve checks as presented. Motion carried 3-0. · Library Report – Linda DeNell on activities - Appoint Lauren Norton to Library Board to fill David Ryan’s term. M/S Mike Wuest/Susan McConnell to fill David Ryan’s term on the Library Board with Lauren Norton. Roll Call: Mike Wuest, Yes; Susan McConnell, Yes; Ron Benson, Yes. Motion carried. 3-0 · Building Inspector – Jerry Buhrow, Jr. – 1 permit issued in February and 3 in March already. Two of the permits are equivalent to a new home. · Fire Commission – Orlo Bierman – Report on monthly meeting with 1st Responders and Fire Commission. There was a brief discussion on grants. The Commission looked at equipment the department has. The Commission inspected a vehicle that may be going on line at a future date. Orlo Bierman indicated he attended a seminar on how to write a grant. Since the seminar he has met with Chief Wagner and some of the other members of the Commission to discuss what was covered at the meeting. Chief Wagner will try to work on a grant. The grant program through Homeland Security land goes on for 10 years. · Orlo Bierman brought some of the job descriptions for the 1st Responders. He didn’t have the job descriptions for the Fire Department personnel with him tonight. · Re: the pump that failed. They are still working on some kind of warranty for it. · Mike Wuest – To be eligible for these grants, the Town Chairperson and Clerk have to attend classes. Marian Mildebrandt and I have completed the course and taken a test on line and passed. We both have certificates indicating completion of the course. · Update and recommendation from Building (Town Hall) Committee – Sydney Rouse. – The Committee recommended Ripon Area Builders at $417,850. The Drawing Board approved the correctness of the bid. The loan will be $350,000. The town attorney will approve the contract and if ok Mike Wuest will sign it and the contractors will be ready to begin. Ground breaking will be held on March 30th. Digging will begin on April 2nd. , weather permitting. Tentative completion will be October 1st. The Town Board will be looking for places where the Town can go from May 31st to completion of the new hall. Linda DeNell offered the Library for town meetings. Sydney Rouse suggested Demonstration Room at the County Courthouse. Ron Benson asked about the Firehouse. Harley Reabe indicated that he has arranged a light tower for the entire project from Magnum in Berlin. Joan Ballweg has offered to get the town a Wis. State Flag; and Petri’s office will donate the US. Flag. Sydney Rouse indicated there would be approximately $4,800 in tax rebates off the $417,850 as the town will be buying some of the materials directly and not having to pay sales tax on those items. Ron Benson would like the Chairman to contact the Fire Dept. and find out why the Fire Dept. won’t participate in the Golf Outing. He would like the response in writing. Mike Wuest indicated that someone is willing to offer the fuel for the light tower. He would like a thank you sent to 1st National Bank for allowing us to use the room. o Accept bid by Ripon Area Builder. § The Drawing Board sent out 72 sets of plans. M/S Ron Benson/ Susan McConnell to accept the recommendation of the Town Building Committee to award the town hall building contract to Ripon Area Builders who had the low bid of $417,850. Roll Call: Mike Wuest, Yes; Susan McConnell, Yes; Ron Benson, Yes – Motion Carried 3-0 o M/S Ron Benson/Susan McConnell to allow Mike Wuest, the Chairman, to sign the contract and proceed with the initial work that needs to be done to get the town Hall started: Roll Call: Mike Wuest, Yes; Susan McConnell, Yes; Ron Benson, Yes. Motion 3-0 · Plan Commission – Mike Wuest o Accept Tom Esslinger’s resignation from Plan Commission. Mike Wuest wants to thank Tom for all of his work. M/S Ron Benson/Susan McConnell to accept his resignation from the Plan Commission. Motion carried 3-0 o Recommendation from Town Chair to Town Board to appoint Ron Triemstra to complete Tom Esslinger’s term. M/S Ron Benson/Susan McConnell to accept Mike Wuest’s recommendation to fill Tom Esslinger’s term on the Plan Commission of Ron Triemstra – Motion carried 3-0 o Town Chair’s recommendation to appoint Ron Triemstra, Harley Reabe, and Orlo Bierman with Roger Priebe as alternate, to the joint Town/City Plan Commission on ETJ. Comments by Mike Wuest. Tom Esslinger graciously agreed to resign since he did not want to be re-appointed to another 3-year term. Phil Baranowski, Dennis Carroll and Nolan Wallenfang will be the city representatives on the committee. Mike Wuest feels that this is a great step for the community to sit down and get this going. He feels that this will be a good start. The City has asked for a meeting on March 15th. Both attorneys will be present to set the ground rules and get the Committee set up. M/S Mike Wuest/ Ron Benson to appoint Ron Triemstra, Harley Reabe, and Orlo Bierman with Roger Priebe as alternate, to the joint Town/City Plan Commission on ETJ. Roll Call: Mike Wuest, Yes; Susan McConnell, Yes, Ron Benson, Yes; Motion carried 3-0. o Mike Wuest stated the Town is always looking for people to be on this Extraterritorial Committee. The Town will furnish anyone appointed with copies of materials needed to get up to speed. The first meeting is March 15 at 9:30 a.m. We would like any town residents who are interested in serving on the Plan Commission to contact the Chair or a Supervisor. Town Committees have no binding powers; they have to report back to the Town Board. The meetings are subject to open meeting laws and agendas have to be posted/published. · Public Comments: Sydney Rouse stated she thought that Betty Rowley and Orlo Bierman did a good job on the summer recreation program. Betty Rowley – The city talked about revisiting their fees. Ron Triemstra – Thank the board for his appointment to the ETJ Committee. He also indicated that with the recent winter storms he felt the roads were plowed in a reasonable fashion.
