Call Meeting to order by Mike Wuest, Chair at 7:00 p.m. Present: Mike Wuest, Chair; Susan McConnell, Supervisor; Sydney Rouse, Supervisor; Kathleen Morris, Treasurer; Marian Mildebrandt, Clerk 2. Pledge of Allegiance said by all in attendance 3. Approve Minutes of April 8, 2008 meeting M/S Rouse/McConnell to approve, Motion carried. 3-0. 4. Monthly Financial Review: a. Treasurer’s report - Received highway aids b. Clerk’s report Approve transfer of funds From Dog License to Dog License Refund $10.00 M/S Rouse/Wuest to transfer money – Motion carried 3-0 5. Assessor report –– Elizabeth Rowley - Grota report – Progress being made – working with the DOR. Open book is June 17 & 18th Board of Review will be July 17th 6. Library report – Linda DeNell - Report on file. 7. Building Inspector report – Jerry Buhrow, Jr. – More permits were issued this past month than preceding months. Inspector report on file with minutes. 8. Fire Commission report (Including Fire Dept. & 1st Responder Dept.) - Orlo Bierman not present – no report. 9. City Affairs report – Sydney Rouse – Report on file. Wuest- re: Recreation Board. Discussion with Mayor Mirr that the Town of Brooklyn should have 2 people on the Recreation Board. 10. County Board report – Susan McConnell - Report on file 11. Town Unit Meeting held April 17, 2008 – recap – Susan McConnell – Report on file re: wind energy. Rowley – has been looking at tax rate and as far as she can tell, the tower is NOT taxable. 12. Chairperson report – Mike Wuest a. Appointments: i. Orlo Bierman – 3-year term on Fire Commission - M/S McConnell/Rouse to appoint Bierman to 3-year term. Motion carried 3 – 0 ii. Debbie Childress – 3-year term to Library Board – M/S Wuest/McConnell to appoint Childress to a 3 – year term on Library Board. Discussion: None – Motion carried 3-0 b. Road report on inspection of Roads May 5th... Wuest – went and looked at roads and at several roads to be: c. Consideration and action on: 1. Crack Sealing – Townline Road, Sunnyside Road, Skunk Hollow Road, & St. Marie Road; 2. Slag sealing: St. Marie Road; 3. Ditch work on Skunk Hollow/Spaulding Roads. 4. Box culvert damage: McConnell Road. – We will remove some stumps and fix the culvert. 5. Ditch work: Townline Road from washout from a field. Rouse – would like to see a plan and not just go out and look at roads. Wuest – the plan should be ready by November. McConnell – Woodland Circle – should be done – Rouse – thinks we should borrow the money to fix the roads once Ron Triemstra has plan ready to present to the Town Board. M/S McConnell/Wuest that we do items I thru 5. Motion 3- 0 d. Snowplowing contract 2008-20013 Kopplin & Kinas – Minimum of $18.000 per year with $12,000 for gravel, etc. M/S Wuest/McConnell to accept the snowplowing agreement Discussion - None Motion carried 3-0 13. Plan Commission report – Review of Town & County Land Subdivision Ordinance (25 Pages) – we started talking - will have Town Attorney will attend the next plan commission meeting – June 5th. On how to compare and what legal rights we have with using Town vs. County plan. Triemstra – the concern is if we do not have a subdivision ordinance in the town, but we agree with county plan, what authority or enforcement power do we have. 14. Suggested items for possible future agendas. Rouse – Rec program and town participation. Would like to have Art Egbert come in and talk about borrowing money. – Possibly July or August. 15. Public Comments (15 Minutes) Rouse – YMCA Center – Dr. Willett –told about how the idea started. There was a request for daycare for nurses’ children. After talking with YMCA personnel, you have to have 10,000 people In a 10 mile circle. The circle would be at the State Hwy 23/49 intersection. The committee has sent out questionnaires to about 500 people and got 50% back. Land is a second possibility - which they have. The next step is to have donors – they 20% of money up front. June 4th a group will go down to Oconomowoc to see their YMCA. Eugene Janes – what is town’s opinion of the County building – is the town for it or against it? Ralph Green –He lives on triangle of Klaver/ Illinois / County A – semi-trucks use jake brakes and it is very noisy. - Wuest will talk with the Highway commission. 16. Presentation by Lauree Renaud on bike paths and walking trails in the Town of Brooklyn. – Gave talk on pros of having a bike trail in the area. Overall plan is to have a bike trail from Green Lake to Sheboygan. She has applied for a grant and cooperation is essential between the City of Green Lake and Town of Brooklyn. Any ideas the board has about the trail – please contact her. 17. Consideration and action: on Ordinance for increasing Town Board members to commence in 2010. – M/S Rouse/McConnell to adopt. Discussion. Wuest read ordinance – No discussion after ordinance was read: Roll Call: Wuest – No, Susan Yes, Sydney – Motion carried 2-1 18. Attorney Hazelbaker: Consideration and Action on developer’s agreement with Lindenwood and the Town of Brooklyn. Also on preliminary plat issues. Talked about the history of where we have been and what has happened. Seven Gables is requesting re-zoning. County Ordinance is that houses are on public roads. His opinion is that the County does not have the authority to rule on public roads. Several issues are involved with the road – Sewers will be extended at Sanitary District cost. If private roads – the town does not have to keep upkeep on the roads. Storm water ordinance – their plans are to reduce run-off. Wells – number of wells is still under consideration. Developers have indicated that the private property owners will egress in ingress will be kept. Developers have given us a developer’s agreement. Mark wants to look at it closer. He received it tonight. June 4th at county meeting, the town board should be there to explain what has happened. How it is important to keep in the town. Wuest – we will add developer’s agreement - June agenda. – Attorney Hazelbaker’s opinion is keep your own Subdivision Ordinance and the County should keep their own ordinance. He would like to sit down with the City after Lindenwood is settled and try to avoid this type of problem in the future. 19. Next Board meeting June 10, 2008 at 7:00 p.m. - 20.
