E-mail: townofbrooklyn@centurytel.net Web: http://www.tn.brooklyn.wi.gov Minutes · Call Meeting to order – by Mike Wuest, Chair at 7:00 p.m. Present: Mike Wuest, Chair; Sydney Rouse, Supervisor; Susan McConnell, Supervisor; Kathleen Morris, Treasurer; Marian Mildebrandt, Clerk. · Pledge of Allegiance said by all in attendance · Approve Minutes of October 9, 2007 meeting - M/S Rouse/McConnell approve as printed. Motion carried 3-0 · Monthly Financial Review: o Treasurer’s Report – Report was e-mailed report Board. Clerk & Treasurer agreed on balance of $351,091.96. o Monthly Budget Report. Reports presented to Board will be discussed at December meeting. · Assessor report – Revaluation update – Elizabeth Rowley. Grota reported an 87% entry rate in the town so far. Early spring they will make an attempt to enter the rest of the homes and businesses. Grota asked for sales returns for the last 4 years and 2007 sales. They will be able to make different searches with the information they are putting into the computer. · Library Report – Linda DeNell – presented a report. This week is National Children’s Book Week. Holiday movie day November 23rd. November 24th will be a reception for the artist of the month (11:00- 12:30 Emily Drews). Nov, 29th afternoon 4:30 Alliant Energy will talk on ways to save energy. December will include a Scholastic book fair. Dec. 5 – 12. Christmas By The Lake will be December 7th and 8th. Story time on Friday night. · Building Permit Report – Jerry Buhrow, Jr. – Issued 6 permits this month. 2 – service upgrades, 2 commercial buildings at GL Campground. 1 alternation and 1 addition. Attended a manufactured home installation workshop. Rouse – Why are we paying for education – Burhow – town pays because I’m an employee. Rouse presented a form to the Board on Definition of Independent Contractors. · Fire Commission Report (Including Fire Dept. & 1st Responder Dept.) – Orlo Bierman – working up specs for a new fire truck. 1st Responders had different people in to practice on. · Update from Building (Town Hall) Committee - Ron Triemstra – window coverings. Looked at 3 places. Described several different types. Average prices are between $240 and $250 per window. Joann LaMire – Did you check at Kings Floors. They are taxpayers in the Town. Triemstra – didn’t have time. Wuest, someone has approached him that they may want to rent the building on a monthly basis. They may consider donating window coverings. o Discussion of releasing Building Committee from said duties and obligations as Town Hall has reached completion. Wuest: Ron Peabody was here and the carpeting is fixed. Still waiting for switch for lock on inside door and lock for conference room. He thanked the Committee for the time they donated to the Committee. M/S McConnell/Wuest to release the Building Committee from said duties and obligations. Motion carried 3-0 · ETJ Committee update – Nothing. Wuest talked with the mayor a week ago, it is dead in the water with the annexation pending. The city has pulled back on the agreement. It will be removed from the agenda until further information is received from the City. · Update on City Affairs – Sydney Rouse – presented agenda from last night’s meeting– they did nothing except doubled the Mayor’s salary. After closed session they did not discuss anything. · Plan Commission – Report on annexation issues of Green Lake Conference Center; Lawsonia and Lindenwood Development. – Yesterday November 12th, we were served with re-submitted annexation papers. The Supervisors received copies for their information. It was sent to the attorney’s. · Suggested items for possible future agendas - 1.) Financial reports needed by Board – 2) Building Inspector’s revised fee schedule – 3) ordinance to update mobile home and manufactured homes ordinance. · Appearances – Betty Rowley: Report on updating mobile home ordinance – Betty presented a draft copy of a new mobile home ordinance. Standing Ordinance was passed in 1974 – many changes have come over the years. Act 11 was passed in 2007 and it changes the names and operations of mobile home parks. · Porta Potties o Public Comments (15 minutes) – Ray Hudzinski – why is this being proposed. Where is the problem? Rouse – there are places in the town of Brooklyn where they have been used with no regulations or pumping. There are at least 2 that she knows of. Hudzinski – he doesn’t think that there is any where in the state that has an ordinance controlling porta potties. Who’s going to enforce this ordinance if passed. Rouse: If someone buys a porta potty they can put it on their lawn. Hudzinski – if we have a problem we try to solve on a one on one basis. Not more regulation. Jim Meyers – one or 2 problems that brings this to an impass. At the county level, you are allowed a portable if you don’t have a well. Stan Arneveit – If you have a failed system, you can’t have a porta potty. Orlo Bierman – If you have one or two problems, you are doing overkill. Eric Arneveit : you will have more problems if you pass this. Creating a lot of questions. Jerry Buhrow:– Permanent is important. Rouse – construction sites are not a problem. A commercial building should not have porta potty. McConnell – suggestion – she traveled 2 different places where they were used. One of our ordinances 85-4 is for duties of the constables. Could we add something to this ordinance? If there is a problem that they could be approached and given a copy. Wuest – the town has a Maintenance Ordinance – usually if you go an talk to the people most of the times you can come to an agreement. 8:00 closed public comments o Town Board deliberation – Wuest: I am against this ordinance. Common sense would be to go and talk to people and get it resolved. o Town Board decision to approve or deny porta potty amendment to Town Maintenance Code M/Xs Wuest/McConnell to deny the porta potty amendment to Town Maintenance Code. Roll call: Wuest , Yes; McConnell, Yes; Rouse, No. Motion carried 2 – 1. · Discussion on cleaning quotes; - 6 were presented. –Discussion – on all 6 was held– o Award cleaning quote – M/S Rouse/ Wuest to award the cleaning contract for one year – December 1, 2007 to November 31, 2008 to Dust Busters. Roll Call: Wuest, Yes; McConnell, No; Rouse, Yes. Motion carried: 2 –1. Town Furniture – Someone has contacted Mike locally about getting rid of their furniture. This is for information only. Rouse, make a list of what we need. Wuest: has one – 3 desks, bookcases, folding chairs and tables for meeting room. LaMire – Samsonite has a nationwide site on computer. In favor of getting used furniture. Bierman – Green Bay and Appleton has had good used furniture. Wuest: We’ll make a list, 10 tables and 75 chairs. Morris – Suggest plan on 100 to seat – Wuest will report back. · Town chairperson’s talk on letter from town attorney about open meeting laws: addressed to Town Board and Plan Commission Members. - Plan commission meeting will be held December 6th at 6:00 p.m. Attorney wrote letter indicating that the Board and Commission had to remember that any 2 people contacting each other is considered meeting. · Public Comments (15 minutes) – Eugene Janes – what will we do with the open house. Wuest: it will be held December 1 from 1:00 – 3:00 with ribbon cutting at 2:00 p.m. LaMire – still wants a report with expenses to date. – Rouse – during winter – could we meet at 6:30. Triemstra – didn’t understand that the meeting room would be rented on a regular basis. Should have a deposit for amount of cleaning deposit. Clerk informed him that we have forms and rates set. Will e-mail him a copy of it. · Next Board meeting December 11, 2007, 7:00 p.m. · Adjournment M/S Wuest/ McConnell to adjourn.
