Call Meeting to order by Mike Wuest, Chairman at 7:00 pm. Present: Mike Wuest, Chairman, Ron Benson, Supervisor, Kathleen Morris, Treasurer, Marian Mildebrandt, Clerk, Elizabeth Rowley, Assessor, Robert Wertsch, Attorney; Susan McConnell arrived at 7:10 p.m. Was excused for County Board meeting. 2. Pledge of Allegiance -said by all in attendance 3. Approve Minutes of October 11, 2005 meeting M/S to Ron Benson/Mike Wuest to accept with corrections being made to minutes before they were posted to the web site. - Motion carried 2-0 4. Financial Report a. Treasurer's Report - Town assets $272,637.97 including the 2 CD's ($37,500 & $35,139.05) M/S Mike Wuest/Ron Benson - Motion carried 2-0 b. Approval of checks written from 8327 through 8408 totaling $70,067.09 M/S Ron Benson/Mike Wuest Motion carried 2-0 5. Library Report - on activities - No Report 6. Building Inspector - Report on permits issued 8 new permits - 2 new homes. 7. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Fire Commission - Re: One item being discussed is the blacktop at the firehouse. Nothing has been done to the parking lot since the firehouse was built. Several areas of the lot were wearing down from rain off the roof. They repaired the areas to protect the blacktop. October 26 meeting - 1st Responders were requested to give report on income and expenditures. Control of personnel at fires was discussed. Due to number of new responders, they need to go to calls for training. There should be a point where new responders get the training they need and then set a schedule so they all don't have to come at all calls. This was just a discussion. The new City/Town Fire Agreement was discussed. They are still waiting for the attorneys to present final draft. 8. Plan Commission - Ron Benson Item 1; Applicant/Owner: George Vourvoulias, Jr. Tax Parcel # and Legal Description: 004-1075-0000Sylvan Shores Plat, the E1/2 of Lot 25 and all of Lots 26 & 27, Section 2, T15N R12E, Town of Brooklyn. Location of Premises Affected: W3177 Orchard Avenue. Explanation: Variance request to divide the existing Lots 26 and 27 from their current 92' and 61' widths into two new lots 76.5' each. Approve or Deny Request was to have 2 lot lines be re-aligning them so they are equal widths. No major problem. M/S Ron Benson/ Mike Wuest to approve variance as requested. Reasons for approving - would not cause any harm to the Public. More uniform size with other lots in area - which are 60-foot lots. Susan McConnell: Requested that she would request a condition stating that any further variances requested to these 2 parcels should not be considered. No variances on lot setback lines, or height restrictions. Motion carried 2-1 Approved Item 2: Applicant/Owner: Wisconsin Realty Development - John Diedrich, President. Agent: STS Consultants, Ltd. - Christopher L. Murawski, P.E. Tax Parcel # and Description: 004-0560-0000 - NE 1/4 of the SW 1/4, Section 23 Exc Lot 1 CSM 2629 V13, T16N R13E, (+32.352 Acres); 004-0561-000 - NW 1/4 of the SW 1/4 Exc That Part NKA Sunnyside Acres Hillside Plat, Section 23, T16N R13Em (+ 6.00 Acres); 004-05630000 - SE 1/4 of the SW 1/4 Section 23; Exc that Part of Sunnyside Acres Hillside Plat & CSM 1033 Lying Therein Exc That Part of Lot 1 CSM 2796 Lying Therein, T16N R13E, (+ 34.526 Acres), All Parcels Located in the Town of Brooklyn. Location of Premises Affected: South of Sunnyside Road and East of Hillside Road. Explanation: Preliminary Plat. Discussion was held, no action taken at this time. Omnni Associates brought several points that should be addressed. The Commission discussed some of the questions that were on the table. It was the general feeling that the subdivision plan will come back without any major changes. The people from Wis. Realty Dev. were not open to suggestions from our planner. Items discussed were mentioned of the 6 driveways entering onto Sunnyside Road - it was suggested that they have their driveways into the subdivision; common septic lots and wells to avoid having 39 additional wells and septic systems in the area; the 2 cul-de-sacs that dead end in the subdivision, with only one way in and one way out - this was discussed incase of a storm or major accident, people could be forced to stay in their homes with possibility of no way out; the flag lot for "public access" to the inlet, with no parking available; 39 piers on the inlet are wrong. It was indicated that there would be 1 pier with the slips being available for all lots. It was the general feeling that the plan will be resubmitted to the Plan Commission without any major changes by STS. The Town of Brooklyn has some concerns about the plan, as stated by Omnni. Including 6 driveways onto Sunnyside Road - too many and too close together. Also would like to see a plan for shared septic systems and wells, as outlined by Omnni. New application needs to be done 30 days prior to December Plan Commission meeting. No action taken on this request - M/S Mike Wuest /Ron Benson, Motion carried 3-0 9. Chairman Report, Mike Wuest a. Approve 2006 Budget - Levy of $376,387.00 M/S Mike Wuest/Susan McConnell motion to accept levy; Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion carried 3-0 b. Approve Assessor's contract for 2006-2007 Assessment years. M/S Ron Benson/Susan McConnell to accept contract as presented: Roll Call: Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion Carried 3-0 10. Agreement between the County of Green Lake and the Town of Brooklyn for the collection of all Real Property, Special Assessments or Special Charges taxes 1-Year Agreement. M/S Mike Wuest/Ron Benson to accept as presented -Roll Call - Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion carried 3-0 11. Recycling Center gate project update - Gate is in, open and working well. 12. Whitetail Court Road update - The road is completely done. They had to haul in 18 loads of gravel to get the road up to Town specifications. Shouldering is done. Road is up about 6 inches. 13. Public Comment - a. Sydney Rouse: Recycling center. Told her that she has to do the shredded paper in a separate bag. This is problem if you have to keep it separate, with identity theft. RE: Fire dept. doesn't understand why nothing was done for 10 years to the parking lot. Orlo responded that it wasn't needed it before, now it was needed. Maintenance has been ignored in the past, but that is being addressed. b. Eugene Janes, rumor has it that the county is going to do the roads. Discussion was held on what and why we are investigating this option, as our contract for snow plowing is running out this snow season. The Town needs to look at the most cost effective way of expenditures on road maintenance - do we buy more equipment; hire more help; increase the Town's overhead? We will be looking into the possibility of a contract with Green Lake County or private business; which ever would be more cost effective. 14. Next meeting December 13, 2005 7:00 p.m. 15.
