Call Meeting to order - 7:00 p.m. by Mike Wuest. Present: Mike Wuest, Chairman; Ron Benson, Supervisor; Susan McConnell, Supervisor; Marian Mildebrandt, Clerk; Elizabeth Rowley, Assessor; Robert Wertsch, Attorney. 2. Pledge of Allegiance - Said by all in attendance 3. Approve Minutes of September 12, 2005 meeting - M/S Susan McConnell/Ron Benson - Motion carried. 4. Financial Report a. Treasurer's Report - M/S Ron Benson/ Susan McConnell Motion Carried. b. Approval of checks written from 8264 through 8326 totaling $65,835.64 M/S Ron Benson/Susan McConnell to approve as presented. Motion carried. 5. Library Report - on activities Rick Krueger - The library purchased 4 new ipods. They can download books on them and erase them and put different books on them. Especially for shut-ins. We have movies once a month on a Tuesday evening. Calling the library, you can find out what movie is showing and when. They also serve popcorn when they show the movies. 6. Building Inspector - Report on permits issued - issued 6 permits in the month. We have 7 new homes this year. Last year we had 16 new homes. 7. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Fire Commission. - Last meeting was confined to discussing the budget. The Fire Dept. budget was approved. The First Responder's budget was returned because it was incomplete. There was discussion between personnel conflicts. There will be another meeting in a week or so, when the 1st responders budget is presented. 8. Plan Commission - Ron Benson Chairman a. Item 1: Request to rezone from A-1 to R-C. Request from Green Lake Campground for expansion to the west on the Sharon Pausig farm. 79 acres. Rick Pierce has purchased 79 acres going to the west. The Plan Commission approved the request. Attorney: Record should show that before they can develop they have to have a conditional use permit. M/S Susan McConnell/Mike Wuest to approve. Roll Call Vote: Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion Carried 3-0 Approved. b. Item 2: Request to rezone from A-3 to C-2 for Grocery Store/Convenience Store and Gas Station. Request from B-2 Enterprises, LLC. Location of property Sate Road 23/49 and County Road A, Green Lake, WI. Discussion was held on the request, Ron Benson doesn't remember any negative remarks from Plan Commission meeting. The Plan Commission approved - M/S Mike Wuest/Susan McConnell to approve from A-3 to C--2 Roll Call Vote: Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion carried 3-0 Approved 9. Nancy Hill or Charlie Marks: Discussion regarding coalition for 2nd tier development on the lake. Nancy Hill - GLA - they are trying to form a group including GL Sanitary. District, Green Lake Association, DNR, and Town of Brooklyn - looking at second tier development around the lake. This is regarding building development behind the lakeshore homes. The group would be for information only. 10. Mike Wuest, Chairman a. Quote on new gate on west end /south side of fence in Recycling/Sanitation Center, and to reopen Depot Road for use on recycling/sanitation days only. Bid - putting double swing in at west/south end of center. $1688.00 M/S Ron Benson/Susan McConnell - Ron Benson would like to have some shelves put in for items in the swap area Motion approve. b. Discussion on salt prices and purchase from Green Lake County Highway Department for use during this coming winter season. M/S Ron Benson/Susan McConnell to purchase salt from Green Lake County - start with 200 ton at $37.75/ton clear salt. Motion carried 3-0. Discussion between clear salt or sand/salt mix. No decision at this time. c. Discussion on completion of Whitetail Court Road. The County will grade it, repair what has to be repaired. Grade the cul-de-sac and road to meet town specifications. Match up the driveways that are there. Put the blacktop down. 20 ft. road -2 ft. shoulders. M/S Mike Wuest/Susan McConnell to complete this job with the County and get it done yet this year. $17,000 from the settlement the rest will be on time and materials - 3,000-$5,000. - Motion carried 3-0 d. Budget Resolution 2005-03. M/S Ron Benson/Susan McConnell to approve Budget Resolution. Roll Call: Mike Wuest, Yes; Ron Benson, Yes; Susan McConnell, Yes. Motion -3-0 Motion carried 11. Discussion of 2006 Budget. Worked on budget. Public Comment - Ron Benson left meeting early. Sydney Rouse - Princeton Road is icy - would like to see the road done before 10:00 a.m. RE: Budget. In regard to the city recreation program. Several people from the town of Brooklyn feel that we should give the same as last year and then have the people that use the program pay extra. Betty Rowley - indicated that they charge everyone $25.00 per family. If it's an extra bus for field trips, that's extra charge. Mike Wuest explained that the summer recreation program in the city is $6,000 per their budget. Therefore the Town of Brooklyn paid for the entire 10-week program, plus the city also received an additional $25.00 per family. The $38, 000 in the paper was the entire Recreation Dept. budget for the City of Green Lake for 2005. About the State Road 23 work. - Mike explained what has happened - On going discussion with the DOT on revisions. We will be sending them a letter. 11. Adjournment. - Budget Hearing November 3, 2005, 7:00 p.m. Next Town Monthly Board Meeting - November 8, 2005. 7:00 p.m. M/S Susan McConnell /Mike Wuest to adjourn.
