NOTICE: Members of the Town of Brooklyn Board may attend the Town of
Brooklyn Plan Commission meeting at the above-specified time and
place. Members would attend for the purpose of gathering information
regarding the following
Agenda. The Town Board members at this meeting will take no votes or
other action.
Minutes
1. Call meeting to order by Mike Wuest, at 6:10 p.m. due to lack of
quorum
Present: Mike Wuest, Chair; Marian Mildebrandt, Clerk; Orlo Bierman;
Harley Reabe; Mary Jane Bumby; Ron Triemstra (arrived at 6:15 p.m.)
2. Pledge of Allegiance. Said by all in attendance
3. Approve minutes of the last Plan Commission from September 4, 2008.
M/S Reabe; Triemstra to approve with addition to add Mary Jane to
Minutes for last month, Motion to approve with correction. Motion
carried 4-0
4. Public Comments: (15 minutes) Discussion Rouse, requests that all
utility lines be buried, and do we have a clean-up ordinance. Wuest,
Yes. Closed 6:18 p.m.
5. Consideration and action:
a. Public Hearing (3 minutes)
b. Item I: Owner: American Baptist Assembly, Inc. ABA) General Legal
Description: Part of Government Lot 2, Section 35 T16NR12E, Town of
Brooklyn, Tax Parcel 004-00914-0000. Address of the site: Along Log
Cabin Road on the west end of the ABA property. Request: To rezone
approximately 5 acres from
A-3, Light Agricultural to RC Recreational.
Petitioner: ABA Brad Carroll Discussion on request.
Green Lake Sanitary District: Charlie Marks The Sanitary District
supports the rezoning. It will create a natural trail with land that
they already own to the west of this area.
Public Hearing In favor: Steve Wood: Orchard Avenue. (Works with
Sanitary District, Conservancy, and DNR) The 5 acres have to be
rezoned to allow item 6 to occur.
Dick Morazik GL Sanitary District Commissioner in favor of the
re-zoning.
Against: None
Commission Discussion. Bierman, this land has probably been miss
zoned for a number of years, considering how it is being used. Agrees
with our Comprehensive Plan future plan. M/S Reabe/Triemstra motion to
rezone as requested. Discussion: None. Roll call: Reabe, Yes;
Triemstra; Yes, Bierman, Yes; Bumby, Yes. Motion carried 4 o Wuest
abstained
6. Consideration and action on:
a. Public Hearing (3 minutes)
b. Item I: Owner: American Baptist Assembly, Inc. ABA) General Legal
Description: Part of Government Lot 2, Section 35 T16NR12E, Town of
Brooklyn, Tax Parcel 004-00914-0000. Address of the site: Along Log
Cabin Road on the west end of the ABA property. Request: A variance
to create a 30 + acre land area that will not have access to or
frontage on a public road.
Petitioner: ABA Brad Carroll, It is a beautiful piece of property
with rolling hills with a small stream. The school has a charter
program and will be able to use this area.
GL Sanitary District: Charlie Marks the SD is in favor of this.
Conservancy is also in favor of this variance. There are also a
number of springs on this property. Discussion followed. There will be
an easement within the transaction will be from County T. Presently
the public will be allowed to enter from the front gates at ABA. They
can also enter from the lake.
Against: None
Discussion by Commission: Bierman, its not feasible to have a public
road with this request. It only makes sense to grant the variance with
a recommendation such as: Variance is granted with the stipulation
that when this property is sold, the deed contain a restrictive
covenant that requires an easement for ingress and egress from the
property to a public road for the grantee, its heirs and assigns.

7. Consideration and action on:
a. Amendments to the Town Land & Subdivision Ordinance.
b. Amendments to the Town Comprehensive Plan.
1. Discussion and review of these amendments have been on the Plan
Commission agenda for the last several agendas and meetings held by
the Plan Commission.
Discussion: Bumby: thinks we should have a Planner here when we do the
revisions on the Comp Plan and the Subdivision Ordinance. Suggestion
that we take the lot sizes out of the Comp Plan and just have it in
the Subdivision Ordinance, with possible variable or transitional lot
sizes. Discussion followed.
Recommend to the town board to leave the subdivision ordinance alone.
Strike the lot sizes in the comp plan. We dont want to re-create the
Comp Plan. Go through the blue copies the commission has and come back
with the major changes.
8. Suggested agenda items for next meeting. Finalize the changes to
the Comp Plan and leave the Subdivision ordinance alone.
9. Set next meeting date & time. November 6, 2008 at 6:00 p.m.
10. Adjourn. M/S Reabe/Bierman to adjourn, Motion carried: 7:40
p.m.
