Minutes
1. Call Meeting to order by Mike Wuest at 7:00 p.m.
Present: Mike Wuest, Chair; Sydney Rouse, Supervisor; Susan McConnell,
Supervisor; Kathleen Morris, Treasurer; Marian Mildebrandt, Clerk
2. Pledge of Allegiance – said by all in attendance
3. Approve minutes of July 28, 2008 Correction McConnell: Item 5 under
consideration and action - (1972-73) should be 2001-2003 – M/S
Rouse/McConnell to approve with revision; and August 12, 2008 M/S
McConnell/Wuest to approve minutes as presented. Motion carried 3-0.
4. Monthly Financial Review:
a. Treasurer’s report – presented by Morris
b. Clerk’s report – presented by Mildebrandt
5. Assessor report – Elizabeth Rowley – Board of Review is continuing.
We have one more day of testimony and then have to do the Decisions.
Figures on new construction have come in. If we have new construction
that is more than 2%, we can then raise the levy to the new
construction rate. Our amount this year is 6.845 %, so we have the
ability to go to the higher rate.
6. Library report – Linda DeNell - report on file
7. Building Inspector report – Jerry Buhrow, Jr. 4 new permits – 2
for new homes this past month.
8. Fire Commission report – Orlo Bierman – August meeting approved
budgets on fire dept and 1st Responders. Roof on firehouse needs
repairs. Recommend that the city and town order a new tanker before
the end of the year as prices will be going up due to the new items
required to be added to the tankers. Town Board has $60,000 in reserve
for a new fire truck. Recommended that an ordinance enforcing the
current fire code be adopted by both municipalities. Our attorney
should draw up an ordinance.
9. City Affairs report – Supervisor Rouse – did not go to the meeting.
City voted to continue the 2% room tax, but no decision on how to
spend it.
10. County Board report – Supervisor McConnell – FEMA reps have been
in the county to help people who need to fill out forms. Since piles
of trash have been left in County Parks, garbage pickup will be
reviewed next year. Discussion followed on new county building and
how it will be funded.
11. Chairperson report – Chair Wuest
a. Plan Commission report – Discussion on Land Subdivision Ordinance
from Sept. 4 meeting. – Will look at one more sample ordinance, and
then try to get any changes done. Also will have a re-zone and
variance request by the Sanitary District to consider.
12. Public Comments (15 Minutes) Q. Will we have a chance to
comment on Susan’s report on elected versus appointed positions? A.
Comments have to be made now. Q. How do you control who is appointed,
why the change, and are other towns doing this. Closed public
comments.
13. Presentation by Patti Lenius on the YMCA slated for the Green
Lake area. Report on what has been done on getting a YMCA study done
for our area.
14. Discussion on: clerk/treasurer’s positions going from the
elected position to appointed positions was explained by Supervisor
McConnell referring to an article in WTA magazine (August). We’ve been
in the town hall for a year and set office hours 3 hours 2 days a
week. If a clerk was appointed, the Board could regulate the hours.
There has never been a report on how many hours the clerk is putting
in. Any elected positions have no set hours. We are also under budget
constraints and voted on adding 2 new supervisors. It may be more
efficient to have regular hours. Due to budget restraints, it may be
necessary to freeze the supervisors’ salaries. Discussion followed. Q.
Rouse – I would like to know how many hours the clerk puts in at the
present time. Feels we need more hours in the office. Would like to
know if any other towns in the area have set hours.
15. Suggested items for next meeting. 1) Budget workshop meeting;
Discussion followed. Sept. 30, 2008 9:00 a.m. Road information – Ron
Triemstra – not agenda item. Will come to budget workshop.
16. Consideration and action on: Bartender (Operator) License for
Alexander M. Rollins. M/S Rouse/Wuest –motion to approve. Discussion –
Background check came back ok. – Will be working at Howie’s Bowling
lane. Roll Call: Wuest, Yes; Rouse, Yes, McConnell, Yes. Motion
carried 3-0
17. Consideration and action on: 2008 fall budget and finance
workshop September 18, 2008 – Ripon. Discussion. The board all agreed
to go, plus Clerk, and Bierman. Clerk will send in forms.
18. Next board meeting October 14, 2008 7:00 p.m.
19. Adjourn – M/S Rouse/Wuest, Motion carried 3-0
