E-mail: broklyn@dotnet.com Web: http://www.tn.brooklyn.wi.gov Minutes · Call Meeting to order by Mike Wuest, Chair at 7:00 p.m. .Present: Mike Wuest, Chair; Susan McConnell, Supervisor; Sydney Rouse, Supervisor; Kathleen Morris, Treasurer, Marian Mildebrandt, Clerk · Pledge of Allegiance said by all in attendance · Approve Minutes of August 14, 2007 meeting M/S Rouse/McConnell, Motion carried 3-0 · Financial Report Present Treasurers Report - July reports for board to review. August report not ready. Will be presented next month. Present monthly checks written through July 31, 2007 for the board to review. Next month. · Assessor report Revaluation update Elizabeth Rowley 1] Reported State office equalized value for 2007; 2] Reassessment seems to be going smoothly. · Library Report Linda DeNell 1] Have new laptops (6) provided by the Foundation. 2] Storytime starts on Thursday mornings. 3] Going to both schools this year. 4] Book sale by Friends of the Library will be held during the Harvest Festival. 5] New program Food For Fines food for food pantry - $1.00 each for fine up to $5.00. 6] Robin Wallenfang is artist of the month. · Building Permit Report Jerry Buhrow, Jr. Issued 5 permits for new homes in month of August. Plus 1 from July. Deck - W2937 Hillside Drive for deck stop action M/S Rouse/McConnell to put on agenda for next month. Boathouse is other issue they are applying for a variance after the fact. · Fire Commission Report (Including Fire Dept. & 1st Responder Dept.) Orlo Bierman 1] 1st responders reported that they had successful fund raiser $11,000 approx. 2] Parking issue of where people should park at firehouse. 3] Closed session relative to salaries and wages. Open session accept 1st responders budget, including salaries. Commission tabled budget for fire dept as budget was not ready. 4] Held special meeting last night for fire dept. budget. Approved their budget. Board has copy of new budget. - May need a spreadsheet for budget for fire dept. Marian & Barb will get together. Wuest will get to City for a joint meeting to discuss budgets. · Update from Building (Town Hall) Committee - Ron Peabody. Thank you its a long seven months. Baring any problems we will have the building on October 1st. · ETJ Committee update - meeting tomorrow cancelled · Website update continue to next month · Update on City Affairs Sydney Rouse report provided. · Plan Commission update Chairperson Wuest nothing from Lindenwood. They have pulled out of county and asked for the maps and fees back. · Donation of computer to the Town Sydney Rouse. Approve or Deny. Rouse 2004 computer tons of memory. M/S Wuest/McConnell to accept donation. Motion carried 2-0 1 abstained - Rouse · Suggested items for possible future agendas 1) building permit on Hillside; 2) 5 man board; 3) porta potty ordinance. · Appearances Mark Hazelbaker, Attorney · Report and Presentation on Town/City Inter-governmental agreement Hazelbaker towns and cities cannot annex. Property owners have the right to request annexation. He presented a report to the board. The two groups have mutual dependence. The farmland has to be saved. The town needs a certain amount of development to pay bills. The agreement is needed to prevent developers from playing one against the other. Read through the agreement. Several items were discussed. Should have subdivision ordinance, regulation of driveways, land division, state building code, alcohol-licensing ordinance. · Public Comments and Town Board discussion on inter-governmental agreement with recommendations to Attorney Hazelbaker to proceed and complete said town/city agreement. Approve or Deny. No motion needed at this time. o Ron Triemstra issue about town hall. If annexed, the city would have to pay depreciated value on sewer but not the well. Its up to 5 years. o Joanne LaMire Public has right to see budget and wants to know when copies will be available. Wants to know about 5 man board. (will be on next agenda) o Rouse on new construction that comes in, does that increase our valuation for budget 2% amount. Rowley explained - · WTA annual convention October 22-23 Green Bay Clerk requested that supervisors let her know if they planning on attending so she can get registrations in. · Next meeting October 9, 2007 at 7:00 p.m. at New Town Hall.
