TOWN OF BROOKLYN Regular Monthly Town Board Meeting September 13 -7:00 P.M. W1208 State Road 23-49 ---- Green Lake, WI e-mail: broklyn@dotnet.com www.tn.brooklyn.wi.gov. Minutes 1. Call meeting to order -7:10 p.m. by Chairman Wuest, Present: Mike Wuest, Chairman; Susan McConnell, Supervisor; Kathleen Morris, Treasurer; Marian Mildebrandt, Clerk; Elizabeth Rowley, Assessor; Robert Wertsch, Attorney. 2. Pledge of Allegiance -Said by all in attendance 3. Approve Minutes of August 9, 2005 meeting M/S Susan McConnell/Mike Wuest to approve minutes, motion carried 4. Financial Report a. Treasurer's Report - Clerk and Treasurer agreed with $300,955.06 for total town assets August 32, 2005 M/S to accept treasurer's report by Susan McConnell/Mike Wuest, Motion carried. b. Approval of Checks Written -#8186 -#8263 in the amount of $372,470.87 - M/S to approve checks #8186# - 8263.by Susan McConnell/Mike Wuest - Motion carried. 5. Library Report - on Activities - no one present 6. Building Inspector - Report on permits issued. - not present 7. Fire Commission - Orlo Bierman - Report on monthly meeting with 1st Responders and Firemen - August 30 meeting - report given on First Responders Golf outing -$10,000 to purchase equipment. Fire Dept. continued to discuss maintenance issues. They are fixing blacktop and recovering parking lot- LOSA - discussion - National donation has been raised to $200. The commission recommended we raise our contribution to that amount also. They are working on the budgets for both groups. The budget meeting is scheduled for October 3, 2005 at 6:30 p.m. at the Fire House. Brief discussion on how all the phone bills got sent to the town. They did not think all of the bills should be sent to the town. Mike Wuest indicated that he had talked with Ron Dott, and he needs paper work on bills that the Town pays between Fire Commission meetings. A voucher will be forwarded to Ron Dott He will sign it and forward the sign voucher to City Hall to complete the paper work for the phone and utility bills. 8. Supervisor - Ron Benson a. Update on computer - Laptop computer is here. We are working on learning how to operate it. 9. Chairman - Mike Wuest a. Public Record Ordinance -Discuss/approve - We have an ordinance for public record Res. 83-2. Therefore another ordinance is not needed at this time. Attorney Wertsch will review to make sure it complies with State Statue. b. Budget Resolution 2005 -02 -$17,576.24 M/s to Adopt Resolution 2005-2 to transfer the funds by Susan McConnell/Mike Wuest. Roll Call: Mike Wuest, Yes, Susan McConnell -yes, Motion carried 2-0 c. Adoption of National Incident Management System (NIMS) for Fire Department and 1st Responders - This was brought up at the Town Unit meeting by Gary Podoll - it will be mandatory by October 2006. In case of an emergency, it will help coordinate local governments to unify and be more productive in these types of situations. It is sponsored through the Homeland Security System. - This opens the door for Fire Departments and First Responders to receive grants through the Federal Government. M/S to adopt the NIMS by Susan McConnell/Mike Wuest - Roll Call: Mike Wuest, Yes, Susan McConnell, Yes. Motion carried. 2-0. d. Whitetail Court 1 Settlement with Custom Sand & Gravel on road - Talked with head of Custom Sand & Gravel. He was wondering when we were going to blacktop the road. Mike Wuest talked again with him and agreed with the sum of $17,000.00. 2 Discuss completing road - We are making it a line item on the expenditure list. We will have to add some gravel to the base and the Town hopes to have it blacktopped this fall yet. There may have to a culvert added at the entrance with County A. There are no culverts on A. There is one culvert on the curve in Whitetail Court. M/S to accept the settlement of $17,000.00 from Custom Sand and Gravel. Susan Mc Connell/Mike Wuest, Motion carried. e. Approve quote for rear tires for tractor - Cliff's Tire -$840 for set - includes mounting and dismounting. - Naparalla - Princeton $949. does not include mounting and dismounting for the set of tires. Will put the tires on at a later date. M/S to purchase the $840.00 bid from Cliffs M/S Susan/Mike Motion carried. f. Room Tax Discussion (2 %) - Will be combined with Public Comment -Attorney Wertsch - wanted to know if we should get Ron Benson on the phone. We had another meeting with the Green Lake Chamber - the 5th person to interview on the marketing proposals - She impressed the group. They still don't have a written bid from them. - Dusty Walker from the Chamber had sent a letter to the surrounding communities. They plan on having a meeting on October 5th at the Chamber Office. Mike Wuest had a problem with the sunset clause. It is a 3 year 2% increase in the room tax. Dusty Walker: We are hoping that the Room Tax would increase and we wouldn't need the 2% extra. She is hoping that it wouldn't be needed any more after the 3 years. Susan McConnell would like to go and see the other municipalities and discuss the reason for the Room Tax. Jerry Bartow -he doesn't think it will hurt. Dusty Walker - Wis. Dell has just raised their room tax. A lot of the areas are 8 %, and 7%. Susan McConnell felt that maybe we could ask for a fee instead of the 2%. (8:00 p.m. Jerry Buhrow, Jr. building inspector Arrived) - Jerry Bartow - was at a golf show in Chicago, 25% of the people didn't know where Green Lake was Ron Benson (Via telephone)- What is the Tri-County Economic Development Group. Discussion followed - Susan McConnell - thinks the Marketing group -would work well together with the Tri-County Economic Development group. Dusty Walker - Jeff Hoffman from the UW Ext. has been in touch with the Tri-County Group. The person has just been hired. He hasn't started working with the 3 counties at this point. Ron Benson - He doesn't understand if they can't make it with 5% how can another 2% will help. He feels that we should use the fact that we only use 5% as an advertising incentive. Susan McConnell - The City's doesn't start until January 1, 2006. She feels that we should discuss it later. M/S by Ron Benson/Susan McConnell - to look further into this proposal -Motion carried 3-0 10. Public Comment -included above 11. Next Town Board Meeting - October 11, 2005. 7:00 p.m. 12.
