TOWN OF BROOKLYN NOTICE OF PLAN COMMISSION MEETING Thursday September 4, 2008 6:00 PM Town Office —N5988 County Road A – Green Lake, WI , E-mail: townofbrooklyn@centurytel.net www.townofbrooklyn.com NOTICE OF TOWN BOARD MEETING Members of the Town of Brooklyn Board may attend the Town of Brooklyn Plan Commission meeting at the above-specified time and place. Members would attend for the purpose of gathering information regarding the following agenda. The Town Board at this meeting will take no votes or other action. MINUTES 1. Call meeting to order. by Mike Wuest at 6:05 p.m. Present: Mike Wuest, Chair; Harley Reabe, Ron Triemstra, Orlo Bierman, Absent: Roger Priebe; Sharon Esslinger, Mary Jane Bumby. Clerk, Marian Mildebrandt. 2. Pledge of Allegiance said by all in attendance 3. Approve minutes of last Plan Commission Meeting, August 7, 2008. Paragraph 4 – no name on first person – not listed. Lac Verde was misspelled. – Last person that talked said M/S Reabe/Bierman to approve as presented with corrections. Motion carried – 4-0 4. Public comment (15 minutes). Bumby gave Wuest 3 copies of land division and subdivisions from Lake Geneva. Gail Kimen: Does Public Comment have to be first, can it be later. Phyliss Peterson, We used to have our discussion and then would have public comment and then make a decision. Mary Jane Bumby, concerned about mowing along Irving Park Road. There are weeds growing along the road. Gail Kimen , there is enormous confusion about between the county and town. What ordinances, comp plan, subdivision, has presedent and what the county controls, what the town controls. What controls the size of lots, who has control over it. Nan Pearcel. There was a good amount of money doing the comp plan. Phyllis Peterson - trying to address that a little bit. Bierman says we don’t want sprawl. With the ABA, there is only so much land. We don’t want small lots and houses on top of each other. Sharon Gehbardt - Was on the planning committee and then commission when it started. Knows what went into the Plan. Have watched over the last few years how the town has changed. Should not be dismantled piece by piece, not spot zoning. The people elected are following their own ways, not what the plan was designed for our. Mike Jankowski, as a resident does not understand why we are not following the Plan. Would like to see 2 public comments sections. Joe Norton. – Still confused between the town and county, who really has power over some of these items. Thought it was cut and dry when it started, except for the lot size. Would like to have it explained to him. Wuest – will try to answer some of the questions. We followed the comp plan on the ABa – we were taken to court by Lindenwood. Conflict between the subdivision and complaint. Court ruled that the subdivision ordinance had rule. Discussion followed. Bierman – these decisions were made by the Town Board, not this commission decisions. Discussion followed. Eddie Johnson – Feels that this whole process is being driven by Lindenwood. And then the town was sued by Lindenwood. Then they tried to annex to the city and then came the agreement. That the town would do everything in its power to have the plan approved. We feel that the citizens are not involved, and that the outside developer. Would urge this committee to keep in mind that you listen to the town residents and not by an outside group. Sharon Gehbardt – the comp plan and subdivision ordinance are suppose to be a part of each other. It was never to be separated. It could be because the planner left. Phyliss Peterson. Went to the county joint meeting. Mike stood strong on the comp plan. Then the they tried to annex to the city and Mike could have lost 40% of the town. She doesn’t know what happened after that. Gail Kimen – She has petitions on not changing the comp plan – would like to know when the board would like them . – closed 7:45 p.m. 5. Continued discussion on: Town Land Subdivision Ordinance.- Would like to get a list between the changes between the Comp Plan and Subdivision ordinance. – Page 3 says it shall follow the comp plan. The comp plan says the Subdivison Ordinance is in control. Do we want to keep the subdivision ordinance? Legal counsel indicated that we should want to have the subdivision ordinance. With the new Road ordinance, it will take president over the subdivision ordinance. Triemstra – attended county meetings. And he feels that the town needs to have control over some issues and not give up any control. He thinks we should clean up. Bierman, if we don’t have this ordinance, we have no control. Legal counsel indicates we have to get rid or make them the same, so that there they are the same. Triemstra – Springfield has –page 22 – variable scale on lot sizes. See report. Wuest, - Springfield is more in detail than our ordinance. Bumby – Lake Geneva’s ordinance is also more detailed. Triemstra – they have given a range of lot sizes, not just 2 different sizes that we have.Wuest, is there some items we would want to add to our subdivision ordinance. Pg. 22 transisitional lots. Bierman – gave a chart on lots in the town. Reabe, should make a difference if it is sewered and septic. Triemstra – in the City – Bierman – waterfront 200 x 100. the rest of the city is 7200 feet, maybe. All sewered. 66 x 182 – Tiremstra – transitional lots, there is area in the town that is adjacent to the city, if we get to restrictive we can drive them to the city. Especially within the extraterrial zone. Bierman – one size doesn’t fit all. Reabe, we talk about land conservation and large lots, you can’t have them both. Page 19 in Springfield – wuest, streets shall be extended to the end of the lot. Triemstra – look at Springfield, and the report that B ierman did, and maybe think about variable lot sizes. Heritage – is a county plat. Have to be 1.5 acres. And can’t be subdivided. Triemstra – should try some kind of transitional lots sizes. For future growth, to maintain some consistency. Doesn’t make sense to have only one size lot. Bierman – lots of people do not want big lots, Reabe, you have to have the abilty of both so people can choose. Wuest, - Article from Tom Harnish - 6. Suggested agenda items for next meeting. Discuss lot sizes, Discuss comp plan and land subdivion oridnances. Variance from sanitary district. 7. Set next meeting date and time October 2, 6:00 -.m. 8.
